The work is to be performed at the USCG Aviation Training Center, Mobile, AL. The facility is a 9,000-square foot, single-story building. New construction will be for a four-pipe heating/cooling system, direct digital control and a dedicated ventilation air handling/cooling system. The replacement construction includes supply air ductwork, 50-ton air handling unit, gas-fired boiler, fan coil units and air-cooled chiller. The estimated price range is between $250,000.00 and $500,000.00. Bid guarantee, payment and performance bonds are required. There is a charge of $30.00 for the bid package. Checks should be made payable to the U. S. Coast Guard and forwarded to the Miami address. This solicitation is being issued pursuant to the Small Business Competitiveness Demonstration Program and is open to both small and large business concerns. All responsible sources may submit a bid, which will be considered by this agency. Those who have previously requested this project under the Presolicitation Notice (CBD Submission Nos. 452310, dated 05/08/00) do not need to request again. For: Minority, Women-owned, and Disadvantaged Business Enterprises : The Department of Transportation ( DOT) Office of Small Disadvantaged Business Utilization (OSBDU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guarantee on the bond amount to a surety against losses. Loans are also available under the DOT Short-Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.00.
