The following is a combined synopsis/solicitation prepared in
accordance with the format in FAR Part 12 and in accordance with
Simplified Acquisition Procedures, FAR 13.5-Test Program for Certain
Commercial Items, and supplemental information included in this notice.
This announcement constitutes the only solicitation; proposals are
being requested and a written solicitation will not be issued. The
solicitation number is N00178-00-Q-1042 and is a Request for Quote. The
Naval Surface Warfare Center, Dahlgren Division (NSWCDD) requires two
Exploding Bridge Wire (EBW) detonator firing systems for use at our
explosive test facility. The contractor shall provide a complete
documentation package including schematics with each system.
Preliminary requirements are based on NSWCDD test facility needs and
our current understanding of the state-of-the-art. These requirements
for the system appear as follows. 1.A system for firing EBW detonators
that consists of a control unit and a field unit. 2.The system shall
fire up to 6 detonators in series on a single firing line using either
high voltage coaxial cable or parallel blasting lead up to 150 ft. in
length. The required length of the firing line will depend on the
ruggedization of the field unit. A heavily armored field unit could be
placed closer to the detonation and would require a shorter run of
firing lead. A less robust field unit would be placed farther away from
the explosive detonation and require a longer firing lead. 3.Fire up to
4 groups of detonators with up to 6 detonators per group and 0.1 uS
timing resolution between detonator groups. The control unit shall
contain the delay generator circuitry for this function. The delay time
range between groups of detonators is 0 to 0.9 S. 4.The system must
include appropriate electrical isolation so there is no cross talk
between groups of detonators. This part of any proposed design is of
particular concern to NSWCDD. 5.All components must be built for field
environment. The field unit will be shielded from fragment impact but
it will be subjected to shock and blast overpressures from up to 1,200
lb. of explosive. 6.The system must accommodate a maximum 2,000 ft.
distance between the control unit and field equipment. The contractor
shall furnish 2 complete cable runs from the controller to the field
unit. The cable runs may be up to 2,000 ft. in length. 7.The cabling
between the control unit and field units shall be as simple as possible
to allow field repairs if required. 8.The system shall allow for
adjustable firing voltage although the voltage adjustment may be
performed at the field unit. 9.The field unit shall include a DC (not
pulsed) output of to 5 KV for charging up to 5 uF capacitors in other
equipment. 10.The controller shall display the actual voltage on the
firing capacitor in the field unit. 11.The field unit shall include
multiple and redundant safety systems to ensure that the firing
capacitor is fully discharged before the firing lead is connected. The
safety systems shall include, but are not limited to, bleed resistors
on the firing capacitor and a Crow bar or similar shorting device on
the output. 12.The controller shall include at least one key operated
switch for safety. 13.The field unit shall have a local display of the
firing capacitor charge condition. This can be a light to indicate
when charged or a digital display of charge. 14.The control unit shall
have additional timing channels for triggering existing equipment.
These outputs shall provide a relay action (opening or closure) or a
variable pulse from 10 to 100 V with < 1 uS rise time. Time range
for these channels is 0 to 9 seconds. Time resolution is 0.1 uS. 15.A
current viewing resistor (CVR) or current viewing transformer (CVT)
signal from the field unit shall be available at the controller for
recording and timing information. CVT preferred to eliminate ground
looping when signals from various field units are connected to the same
recording equipment. 16.The control unit shall be triggered via a front
panel switch, remote switch closure or 10 to 100 V pulse. Proposals for
the detonator firing system will be evaluated in the following
categories: Technical approach: The submittal shall include a
conceptual design on how the company will meet the technical
specifications. Preference is given to a submission that shows the
company has the expertise to design a system that will meet the
technical specifications. Prior technical experience: Preference will
be given to the company that shows demonstrated experience in designing
and building firing systems for exploding bridge wire detonators.
Submissions shall include reference of prior work in this area. Each
offeror shall provide the name and points of contacts of customers to
whom they have provided the same or similar equipment. Schedule: The
company's ability to deliver the units within 175 days of award in
accordance with the following schedule: Preliminary design submission
-- 20 days, (Government review of preliminary design -- 10 days), Final
design submission -- 40 days, (Government review of final design -- 15
days), Delivery of hardware -- 175 days. Price The Government will
award to that offeror whose proposal constitutes the best value, based
on price & the other factors listed above. The solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-12. FAR 52.212-1, Instructions to
Offerors-Commercial Items and the provisions FAR 52.212.2,
Evaluation-Commercial Items, apply to this solicitation and are hereby
incorporated by reference. Offerors shall include a completed copy of
the provisions at FAR 52.212-3, Offeror Representations and
Certifications-Commercial Items with its offer. The provision at FAR
52.212-4, Contract Terms and Conditions-Commercial Items, applies to
this acquisition. The provision at FAR 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, Subparagraphs (a), (b) 1, 5, 6, 11, 12, 13,
14, 15, 22, and 25.The provision at DFAR 252.212-7000, Offeror
representations and certifications-Commercial items applies. The
provisions at DFAR 252.212-7001, Contract Terms and Conditions Required
to Implement Statutes or Executive Orders Applicable to Defense
Acquisition of Commercial Items is applicable with the following
provisions of subparagraph (b) thereof indicated as applicable:
252.205-7000, 252.225-7007, 252.227-7015, 252.227-7037, 252.243-7002,
and 252.247-7024. The following DFARS provisions are applicable to this
acquisition: DFAR 252.204-7004 Required Central Contractor
Registration, DFAR 252.225-7017 Prohibition on Award to Companies Owned
by the Peoples Republic of China, DFAR 252.225-7006 Buy American
Act-Trade Agreements- Balance of Payments Program Certificate. It is
anticipated that award will be made on or about 30 June 2000. Quotes
will be accepted via FAX at (540) 653-7088, Attention: Code SD110, no
later than 2:00 p.m. (EST) on 16 June 2000. When responding, please
