The Naval Air Warfare Center -- Aircraft Division, Patuxent River, MD intends to solicit and negotiate on a sole source basis with Basler Turbo Conversion, LLC, PO Box 2305, Oshkosh, WI 54903-2305 to design, manufacture, and install integral Night Vision Imaging System (NVIS) compatible lighting kits in the BT-67 aircraft and provide Weapon Replaceable Assembly (WRA) spares for the BT-67 aircraft. Basler Turbo Conversion is the only firm granted a Supplemental Type Certificate under the Department of Transportation -- Federal Aviation Administration to perform modifications on the BT-67 aircraft. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. See Note 22.
