This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Spaceborne Inc. Spaceborne manufacturers the S100D24 A/D converter. This converter has a specialized threshold adjusting signal function that is tailored to the specific application of the CMR radiometer. This is vital as the S100D24 analog to digital converter is intended for use in connection with a spacecraft instrument prototype being produced for the GPM Constellation Microwave Radiometer (CMR) instrument. Specifications: 1) 125 mhz sampling frequency 2) 62.5 mhz minimum analog bandwidth 3) -10 dbm minimum input power 4) + 3 dbm maximum input power 5) 0.4W maximum power consumption 6) 4 quantization levels encoded on two bits. 7) -55 degrees C to +125 degrees C operating temperature The Government intends to acquire a commercial item using FAR Part 12. Interested organizations maysubmit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 21, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The information submitted must include the specific capability/qualification to produce the exact item with the exact specifications. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
