U.S. Department of State (DOS), Bureau of Diplomatic Security, has a
continuing requirement for providing a building security system that
can remotely monitor DOS facilities, both domestic and overseas. It
should be capable of digitally recording the outputs to 7 1/2 frames
per second to 16 CCTV cameras and 32 alarms points for a period not
less than 96 hours. In addition, provision shall be made for 8 dry
relay closures to control external equipment. Once set, it is to report
alarm events automatically and display selected camera and alarm
information. The monitoring system is to be designed as a graphical
user interface with full control over all security system functions.
Communication protocols are to be defined by the supplier but must be
compatible with both high and low speed connections. System robustness
is an absolute necessity. A system MTBF exceeding 20,000 hours is
expected. Environmental considerations include unconditioned power and
temperatures that may reach 110 F. The system should include
