a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). This
notice is being issued as a Request for Offer for: item 1. one R. D.
Webb Company Red Devil Vacuum Furnace or equal and item 2. one
operation manual. The furnace shall meet the following salient
characteristics: 1. Furnace shall not require cooling water in order to
operate 2. Working chamber shall be a miniumum of 3.5" diameter and 2"
tall 3. Operate up to 22000C 4. Shall operate using a standard 120
volt outlet 5. Raytek or equal wide range pyrometer, 4000C to 30000C 6.
Alcatel model 2010 or equal two stage mechanical vacuum pump 7. Fuji
PVX or equal programmable controller, 9 program storage, 20
steps/program 8. Eurotherm SCR OR equal phase angle fired power
controller with current limiter 9. Stepdown element transformer 10.
Lesker or equal thermocouple vacuum gauge controller and display
including gauge tube 11. Tungsten/rhenium thermocouple with hafnium
oxide insulation and molybdenum sheath 12. Bourdon or equal tube
compound pressure gauge 13. Gas flowmeter, 0-20 SCFH 14. Overpressure
relief valve 15. Main vacuum ball valve 16. Sight window purge needle
valve 17. Air release/gas exhaust needle valve 18. Carbon-carbon
heating element 19. Graphite based insulation system 20. Voltmeter &
Ammeter 21. The furnace system shall be portable. Each severable main
component (i.e. furnace, controller, or pump unit) shall not exceed 200
lbs. in weight. 22. Delivery is to include on full set of operation
manuals, which may include, but is not limited to user, system,
troubleshooting The provisions and clauses in the RFQ are those in
effect through FAC 97-17. This procurement is a total small business
set-aside. See Note 1. The SIC code and the small business size
standard for this procurement are 3821 and 500, respectively. The
quoter shall state in their quotation their size status for this
procurement. All qualified responsible business sources may submit a
quotation which shall be considered by the agency. Delivery to NASA
Glenn Research Center, 21000 Brookpark Road, Cleveland, OH 44135 is
required within 30 days ARO. Delivery shall be FOB Destination. The
DPAS rating for this procurement is DO-C9. Quotations for the items(s)
described above are due by June 14, 2000 and may be mailed to Marilyn
D. Stolz, 21000 Brookpark Road, M.S. 500-306, Cleveland, OH 44135, or
faxed to 216, 433-2480 and include, solicitation number, FOB
destination to this Center, proposed delivery schedule,
discount/payment terms, warranty duration (if applicable), taxpayer
identification number (TIN), identification of any special commercial
terms, and be signed by an authorized company representative. Quoters
are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

Quoters shall provide the information required by FAR 52.212-1. If the
end product(s) quoted is other than domestic end product(s) as defined
in the clause entitled "Buy American Act -- Supplies," the quoter shall

Selection and award will be made on an aggregate basis to the lowest
priced, technically acceptable quoter. Technical acceptability will be
determined by information submitted by the quoter providing a
description in sufficient detail to show that the product quoted meets
the Government's requirement. Quoters must provide copies of the
provision at 52.212-3, Offeror Representation and Certifications --
Commercial Items with their quote. See above for where to obtain copies
