E-MAIL: Roberta I Hollifield, r.i.hollifield@larc.nasa.gov. NASA/LaRC plans to issue a Request for Quotation (RFQ) for a turnkey high performance scanning vibrometer with six velocity ranges. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Polytec PI. The scanning laser vibrometer system from Polytec includes specialized, integrated software to control high precision optical components of the instrument. No other company would be able to write similar software for this purpose because development of the software requires a detailed understanding of the internal electrical, mechanical, and optical properties and operation of the components of the instrument. Only Polytec has this information. No other company could develop this unique software for NASA LaRC without incurring a significant licensing fee from Polytec in order to obtain the required technical information concerning the componenets of the instrument. Under authority of FAR 6.302-1. The Government intends to acquire acommercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort via email to Ms. Roberta Hollifield, not later than 4:30 p.m. local time on June 22, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
