the ability to furnish the following Dual Inlet System including
changeover valve described herein are requested to give written
notification (including the telephone number for a point of contact) to
the procuring office above within forty-five (45) calendar days from
the date of this synopsis. The following Salient Characteristics are
considered essential to this requirement. The U.S. Geological Survey,
Crustal Imaging and Characterization Team, Geochemical and Stable
Isotopes Project has a requirement for a Dual Inlet System with a
changeover valve to attach to an existing Finnigan Delta Plus XL mass
spectrometer made by ThermoQuest Corporation. The USGS shall require an
all metal dual viscous flow gas inlet system with variable volume
bellows for sample and standard gases that can be fully integrated into
our existing Finningan Delta Plus XL with no increase in footprint.
Bellows for both standard and sample operate automatically or manually
and are adjustable between 3 and 40 ml volume; The waste line is
pumped by a 60/l/s turbo molecular pump; Independent all-metal pressure
transducers for both sample and standard gases are provided; Heatable
up to 90 degrees Celsius for low memory; Changeover valves are mounted
directly on top of the ion source manifold to minimize changeover
volumes; Integrated heating for all values and capillaries and
integrated pressure readout on both the sample and standard side must
be provided; The values shall have extremely low dead volumes and
negligible memory; Operates on the existing Finnigan software and shall
have the dimensions and design to the attached to the Finningan Delta
Plus XL mass spectrometer in such a way as to accommodate the existing
continuous flow system. This system is used to prepare large numbers
of small water, hydrous mineral, carbonate sulfur bearing and organic
matter samples for automated isotopic analyses of hydrogen, oxygen,
carbon, and sulfur. The Dual Inlet is required to minimize the
consumption of very expensive standardsthe analyses. The project
operates a major stable isotope laboratory that supports many studies
with scientist in MRP and through out the Division. The mass
spectrometer is used for automated hydrogen, and oxygen isotopic
analyses of carbonates, sulfur isotopic analyses or organic matter and
sulfur bearing minerals, and hydrogen and oxygen isotopic analyses of
waters an hydrous minerals. This mass spectrometer is connected to a
Gas-Bench II interface sample preparation device with an auto sampler
and a liquid injector that attaches to a Carolo Erba helium flow
combustion and TC/EA pyrolysis unit. These devices for a sample
preparation system which attaches to a Finnigan Delta Plus XL and which
operates under Finnigan software. Standards are presently obtained by
continuous flow from tanks of H2, CO, SO2, N2 and CO2. These standards
must be isotopically similar to samples, a requirement which mandates
that some be specially manufactured. Equipment is located at U.S.
Geological Survey, Denver Federal Center, Denver, CO. Based on
information available at this time, and in accordance with 41 U.S.C.
253 (1), implemented by FAR 6.302-1, the Government considers the item
specified as a sole source from Finnigan Mat, San Jose, CA and
proposes to negotiate a contract with that firm on that basis. However,
should additional sources be identified, they will be considered. Firms
who feel that they can furnish the required item or its functional
equivalent (based upon the criteria specified herein) are invited to
submit in writing an affirmative response to this announcement. An
affirmative response would include literature, brochures and such other
materials which correspond to the required items stated herein. This
information will be evaluated and used to determine if competitive
opportunities exist. Since no solicitation document exists, requests
for such documents without accompanying information will be considered
non-responsive to this request without further consideration. This
