Center (FISC) Norfolk Detachment Philadelphia intends to procure on a
full and open competitive basis Navy Standard Rack Mount 4.0 KVA
Uninterruptible Power Supply with Integrated Power Distribution Unit.
The proposed procurement is for an indefinite delivery indefinite
quantity contract. The ordering period under this contract will be for
a base year with two option years. The total ordering period will not
exceed thirty-six months if all options are exercised. The total
estimated quantity for this procurement is 161 units(1st year --
1-First Article Test unit and 60 each, 2nd & 3rd year -- 50 each.) The
guaranteed minimum quantity after the receipt of an acceptable first
article will be 10 units. The equipment offered must meet or exceed the
following specification: ELECTRICAL- INPUT: Voltage 120 VAC single
phase delta, 10 % (IAW MIL-STD 1399 Section 300A Table I) Frequency
50/60 Hz, 10 % (IAW MIL-STD 1399 Section 300A Table I) OUTPUT-
Voltage/Frequency 120VAC/60 Hz, single phase Voltage & Frequency
Regulation IAW MIL-STD 1399 Section 300A Table I, pertaining to Steady
State conditions. Total Harmonic Distortion- < 5% Efficiency at
full load 80% Overload 125% for 10 minutes Power Factor -- 0.7 lead to
0.7 lag +5 VDC and +12 VDC outputs for a TAC-4 keyboard & associated
light shall be provided. The current draw for the 12 VDC is 300ma and
5 VDC is 1.1A. These outputs shall be uninterruptible and protected by
the UPS. Output Power Rating: 4000 VA capacity @ rated voltage and
frequency. MECHANICAL -UPS shall be based upon a high frequency pulsed
width modulation (PWM) or equivalent topology to provide a lightweight
and compact design. UPS (excluding external battery) shall not exceed
75 lbs. in weight. UPS and external battery shall be 19" rack
mountable. UPS and external battery shall be contained in separate
units. For the 4U battery the UPS and external battery shall not take
up more than 7u (12.25") of rack space. UPS height shall not exceed 3U
(5.25"). Battery height shall not exceed 4U (7"). For the 3U battery
the UPS and external battery shall not take up more than 6U (10.5") of
rack space Battery height shall not exceed 3U (5.25"). The UPS shall
provide the following rear mounted connectors: Eight (8) 5-15R output
receptacles with cable locks. Input power receptacle shall be AMP
208483-1. Pins 1 & 2 shall be AC In (AMP 66261-1). Pin 7 shall be
ground (AMP 66262-1). Battery input receptacle shall be AMP 208485-1.
Battery output receptacle shall be AMP 208485-1. Battery to UPS cable
connectors shall be AMP 208484-1 with cable clamp (AMP 208945-8). Pins
1-6 shall be AMP 66261-1 and pin 7 (ground) shall be AMP 66262-1.
+5VDC and +12 VDC outputs shall be provided from one (1) output
connector. Connector shall be three contact MS type receptacle with
socket contacts. Matching mating plug shall be supplied with UPS.
Battery to UPS cable shall be 12' long, #12 AWG/7 conductor (65 strand
each) cable. Battery to UPS cable shall be stainless steel
encased/shielded. UPS shall not exceed 24" in length. External battery
shall not exceed 25 " in length. Battery recharge time 8 hours to 85%
capacity at 100% load. UPS and external battery units shall have front
panel mounted handles. UPS and external battery unit shall provide for
the acceptance of rack mount slides. Slide hole pattern for UPS shall
be for Jonathan slide P/N 1451579 L/R. Slide hole pattern for external
battery shall be for Jonathan slide P/N 1506717 L/R. UPS exhaust fan
airflow shall be from front to rear. CONTROLS, INDICATORS & PROTECTIVE
FEATURES- Front panel shall include: a double pole main input circuit
breaker, eight (8) power distribution load circuit breakers to
individually control eight (8) output receptacles, Circuit breakers
shall be 15 Amp and each have a physical protective feature to prevent
inadvertent release, battle short switch to override interlocks and
shutdown features, a "red" toggle switch guard for the battle short
switch, a designated space for load switch labeling space shall be
above load switches and will designate which device is connected to
each output receptacle, an audible alarm reset push button, an audible
alarm disable switch. Indicators shall include: AC power to UPS is
available, UPS is ON and operating properly, Sequenced LEDs/readout
gauge for battery level, Sequenced LEDs/readout gauge for UPS load
level. Indicators with alarms shall include: AC Input failure, Low
Battery, Over temperature, Fan failure, Internal logic/electronic
failure, Battle short switch ON; Protective Features: Input Under/Over
voltage protection; Overload/Thermal protection; Low battery shut off;
Battery charger input circuit breaker. EXTERNAL BATTERY: Battery
back-up shall be: 4U battery, Half-load 20-30 minutes, Full load 10-15
minutes; 3U battery -- Half-load 12-15 minutes, Full load 7-10
minutes. Batteries shall have no out-gassing. Batteries shall be
maintenance free and of the immobilized electrolyte type. MIL-STDs and
SPECIFICATIONS: The UPS shall meet the following shock,vibration and
electrical standards: MIL-STD 901 grade B; MIL-STD 167C Type I; MIL-STD
1399 section 300A, Type I; MIL-STD 1310; EMI suppression FCC Part 15,
Subpart J, Class A. QUALITY- UPS shall be developed and produced under
ISO9000 quality control standards, MTTR: 30 minutes nominal. WARRANTY-
UPS A minimum one year full warranty including all parts and labor;
repaired units shall be returned to the government within 10 working
days or the contractor shall provide an identical replacement unit at
no additional cost to the government. Battery- a minimum three year
full replacement warranty. The contractor shall be responsible for the
disposal of any returned battery during the warranty period. The
warranty period for some batteries will be beyond the ordering period
of this contract. Documentation shall be provided in both hardcopy and
CD-ROM format (MS Word 7.0 or later). POWER MONITORING -- The UPS
shall include communications and diagnostic capabilities through a
Standard Industry software Power Monitoring package. Software to
interface with the following Operating Systems from: Sun, HP, DEC, SGI
and Microsoft (NT, Windows 95/98). ENVIRONMENTAL Operating Temperature
(-20 C to +50 C); Storage Temperature (-40 C to +85 C) Operating
Humidity -- To 95% non-condensing; Operating Elevation -- To 15,000 ft.
(40,000 ft. non-operating); Audible noise -- < 55dba at 5ft.
Occupational Safety & Health Administration (OSHA) Material Safety Data
Sheets (MSDS) shall be provided for the UPS and Battery units. The
required battery (3U or 4U) will be specified on each order issued.
Material Safety Data Sheets (MSDS) shall be provided for the UPS and
Battery units. A pre production first article' will be required for
Government testing. Additional information on testing will be provided
in the solicitation document. A written solicitation will be issued on
or about 26 June 2000. Requests for the solicitation may be faxed.
