National Furniture Center is consolidating 3 of it's Multiple Award
Schedules for various types of Household and Quarters Furniture into
new Schedule 71, Part II (Roman numeral ones). This new schedule will
replace the following schedules and become effective January 1, 2000:
FSC 71-I-H for Household and Quarters Furniture; 71-I-E for Upholstered
Furniture (SINs 497-1, 497-2, 497-3, 497-4 and 497-5); and 71-III-H for
Multipurpose Seating (SINs 496-4 and 496-9). Only the household items
currently on 71-I-E and 71-III-H are being transferred. The new
Schedule will have Special Item Numbers (SIN) 71-201 Cabinets, 71-202
Wall Units (wood w/laminate), 71-203 Loft Group, 71-204 Dormitory,
Quarters and Residential Casegoods and Beds, 71-205 Chairs, 71-206
Upholstered Seating, 71-207 Residential Casual Furniture, 71-295
Installation Services, 71-298 International Products, and 71-299
Introduction of New Products (INP). The new solicitation for Schedule
71, Part II will issue on or about September 14, 1999. Offers for the
affected items under the old solicitations for these schedules will no
longer be accepted after August 31, 1999. All offerors wishing to
offer household and quarters furniture should offer under Schedule 71,
Part II solicitation. There is no closing date for Solicitation
3FNH-F6-990001-B; offers for new contracts may be submitted at any
time. The contract period is five years from date of award, with an
option to extend for an additional five years. All current contractors
under the above schedules must fill out and submit this new
solicitation. Current contractors will receive a letter with further
instructions along with a copy of the new solicitation. The
solicitation is available on the Internet at http://eps.arnet.gov as an
Acrobat document. Interested parties who are unable to access the
solicitation via the Internet may fax a request to 703-305-6290 or mail
the request to the address above. TELEPHONE REQUESTS WILL NOT BE
ACCEPTED. Be sure to include your complete address, and whether you
want a diskette in Word or in Acrobat, or a paper copy. SINs 71-202

above referenced solicitation is being amended to incorporate the
following clauses: I-FSS-163 Option to Extend the Term of the Contract
(Evergreen): This clause will allow the government to have three (3)
five (5) year options to your contract, for a total of twenty years if
performance is satisfactory. There will be many measures of
satisfactory performance, such as adequate sales, quality performance,
and timely IFF payments, so the options are in no way guaranteed. One
of the most important evaluative factors will be participation in the
GSA Advantage!_ program. None of the Evergreen options will be
exercised unless your firm has posted its contract information to the
GSA Advantage!_ website. I-FSS-60 Performance Incentives: This clause
allows the agencies to negotiate performance incentive payments into
their orders when using a performance based statement of work, and
delivery or services are deemed critical to the agency's mission, or
when unusual circumstances requiring difficulties in performance arise.
G-FSS-920 Ordering Procedures For Services (Requiring A Statement Of
Work): This clause provides ordering procedures for services (such as
installation, etc.) when a Statement of Work is used to describe the
customer's needs. These clauses are intended to increase the teamwork
that has led to greater customer satisfaction and use of the Federal
Supply Schedules. There are mutual benefits to both clauses for both
the contractor and the government, and it is expected to increase
revenues to those contractors who earn the right to be around for the
