INFORMATION ONLY. Program Manager LTSD is seeking sources and
information for a TAF Analyst GUI (TAG) for the MCTC/ABCSI Project. The
MCTC/ABCSI project will be designed with two (2) primary subsystems,
the MCTC/ABCSI Collection Environment (ACE) and TAG. The ACE subsystem
will provide a near real-time data stream to the TAG server, which in
turn provides TAF analysts with ready access to relevant digital
exercise information, displayed via a web browser interface. TAG will
automate selected AAR products for selected Army Battle Command Systems
(ABCS), Army Tactical Command and Control System (ATCCS), and legacy
digital tactical platforms through the use of scripted and ad hoc
database queries. It is ARL:UT's intention to field the complete
MCTC/ABCSI system in the year 2002. Sources interested in responding to

attachments. REQUIREMENTS: The TAG system must meet the following
minimum requirements, including, but not limited to, the following. TAG
will provide the TAF Analysts with a web-based user-interface using
Near Real-Time (NRT) data monitoring via web browser technology of the
ACE-collected message formats (JVMF, USMTF, EDC, FDL, TACFIRE, AFATDS
VMF, etc.); grid map display; message expansion and display in both
NRT and on-demand database query modes; user interface elements
enabling both pre-formatted and "free" database queries; unit task
organization display; unit attributes display; communications networks
graphical display; communications networks status for TAF analyst use;
and TAF Analyst profile generation for individual customization. TAG
will facilitate AAR product production through the use of grid map
tagging; screen captures (individual TAF Analyst workstation only),
based on data available to exercise participants; manual message
display filtering; manual message tagging and bookmarking; intermessage
and intramessage searches and queries; and predefined data-driven
graphic and tabular output displays. This is not a pre-solicitation
notice that constitutes a Request for Proposal, and is not to be
construed as a commitment by ARL:UT. Responders are requested to
provide sufficient detail concerning their ability to meet ARL:UT's
needs as described in this notice. Such description should allow ARL:UT
to assess whether the proposed system meets, or can be modified to meet
the technical performance, and capabilities described in this notice.
PROPRIETARY INFORMATION IS NOT BEING SOLICITATED. ARL:UT will not
reimburse contractors or responders to this notice for any costs
incurred in responding, or in subsequent exchanges of information.
Organizations having the expertise and capabilities to provide the
required user interface system are invited to submit information
discussing such capabilities. It should be submitted not later than 30
June 2000 and should consist of a total of no more than 25 pages,
excluding any marketing and/or product brochures. Note: Information
submitted does not constitute a proposal, but will be considered an
exchange of capabilities and ideas. Responses may be submitted
