and Services Administration (HRSA) is soliciting proposals in
accordance with the Simplified Acquisitions Procedures in Part 13 of
the Federal Acquisition Regulations (FAR). The HRSA expects to make
multiple awards from this solicitation. AWARD OF A PURCHASE ORDER
RESULTING FROM THIS SOLICITATION IS RESTRICTED TO GRANTEES FUNDED AS OF
OCTOBER 1, 1999 UNDER THE RYAN WHITE CARE ACT TITLES I,II,III,IV AND
PART F. [See FAR 6.302-1 "Limited to Only Responsible Sources] The
Purpose of the procurement is to evaluate intermediate and longer-term
outcomes and quantify clinical and program outcomes that demonstrate
whether CARE Act services are reaching and affecting people, specially
underserved populations, living with HIV within a specific geographic
area. Hence, successful offerors would be required to link together
clinical and other service records from a variety of health and
ancillary service providers within a geographic area. Geographic areas
may include regions of the country, states or territories, Title I
EMAs, urban districts, rural counties, or other geographic regions in
which there can be reasonable assurance that clients receive the
majority of their HIV services within the geographic area. A final
report is required that includes a comprehensive description of the
research and methods, findings, possibilities for replication, and
policy implications; a discussion of the ways in which study findings
can be used in local planning efforts, especially in relation to
findings showing that certain vulnerable sub-populations are not
receiving optimal access to care or health outcomes; and
recommendations to local and regional grantees and planning bodies on
ways to improve the prioritization and allocation of funds and the
delivery of services under the Ryan White CARE ACT. The proposed
purchase order shall be for a period of one year. Solicitation will be
issued on or about June 23,2000. The closing date will be July 24,2000
at no later than 4:00 p.m. local prevailing time. All requests must be
