ARCHITECT AND ENGINEERING DESIGN SERVICES: The General Services
Administration announces an opportunity for Design Excellence in Public
Architecture. Complete Architectural and Engineering (A/E) services are
required for the design and construction of a new Federal Courthouse to
house the U.S. Courts and Court-related agencies in Richmond, Virginia.
The site will be located in the Central Business District of downtown
Richmond, VA. The Central Business District is demarcated by Broad
Street to the north, the James River to the south, 14th Street to the
east and 2nd street to the west. The objectives for this project,
include but are not limited to, serving the Government's needs for
functional space in the most efficient and cost effective manner, to
provide visual testimony to the dignity and stability of the United
States Government, communicate the importance of the federal
judiciary's mission, and create an asset to the community which
reinforces the urban planning objectives cultivated by the Cityof
Richmond. The new facility will be approximately 25,000 square meters
(270,000 gross square feet) including interior parking, and may house
eight or nine courtrooms (four or five District, two Magistrate and two
Bankruptcy) as well as other court and court-related functions. The
Estimated Construction Cost at Award (ECCA) for the new courthouse is
between $40 and $80 million. A/E services may include, but will not be
limited to, review of existing documentation, review and incorporation
of issues outlined in the PDS and more recent feasibility study,
pre-design/programming, site investigations (including geo-technical
surveys and analyses, topographical and boundary surveys), complete
design services, computer-aided design and drafting (CADD), working
drawings, construction documents, specifications, estimates,
construction services (submittal review, on-site inspections, etc.)and
post construction services. The estimated design contract start date
is October 2000. The project will be designed and constructed in
metric, System International (SI) units. As much as possible, the
project shall be designed to meet the Silver standard as defined in the
U.S. Green Building Council's Leadership in Energy and Environmental
Design (LEED) Green Building Rating System. GSA's CAD Deliverables
Policy will be incorporated as a requirement of the awarded contract.
This policy is available from the Contracting Officer upon request.
Alternatively, you may access the CAD Deliverables Policy on the

choose the link to the CAD Policy.) Graphic submissions, which reflect
spatial information, must comply with this policy. Drawings created in
other CAD programs and then translated into AutoCAD are not acceptable.
Specifications, reports, databases, and similar items shall be
submitted in native MSOffice 97 format at a minimum. The firm/joint
venture shall update software versions at their own expense at the
request of the Government. The objective of the selectionprocess is to
select a lead designer and design team that exemplifies design
excellence. Accordingly, this will be a two-stage selection process,
which will establish the experience and design ability of the A/E
design firm in Stage I and the entire project team's qualifications in
Stage II. In Stage I, the Design Firm may be an association, joint
venture, etc. The Stage I selection will result in a short list of a
minimum of three lead designers and their firms. This selection is open
to A/E design firms, as defined above, within the United States.
However, one of the Stage II evaluation criteria is whether the A/E
design firm has an active design production office within the hereby
designated general geographical area consisting of the states of
Virginia, West Virginia, Maryland, New Jersey, Delaware and
Pennsylvania as well as the District of Columbia. The A/E firm shall
have knowledge of the locality of the project and will have forty-five
(45) calendar days after contract award to establish a
productionoffice in the designated geographical area should no
office(s) currently be physically located within the designated
geographical area for this requirement. In order to receive the maximum
score for this evaluation factor, the A/E firm(s) must demonstrate that
at least thirty-five percent (35%) of the architectural-engineering
contract services (based on the total contract price) will be
accomplished within the geographical area. The short-listed A/E design
firms shall be required in Stage II of the selection process, to
demonstrate how this will be accomplished. The evaluation criteria to
be applied in Stage I of the selection process, in descending order of
importance, are as follows: 1) Past Performance on Design -- The A/E
design firm shall submit three projects, completed within the past ten
years, which demonstrate the firm's experience with projects of
similar size and complexity. Include a maximum of three (3) 8"x10"
graphics and a one-page typewritten description for each project. Fully
describe each project, including size and complexity, current status,
and client's name and phone number. The narrative shall address the
design approach and salient features for each project. Discuss how the
client's design, economic and operational objectives were satisfied by
the design. 2) Lead Designer's Profile/Portfolio -- Submit a
biographical sketch for the lead designer including education,
professional experience, and recognition for design efforts. Submission
shall be no more than two (2) typewritten pages. Also submit a maximum
of two (2) 8"x10" graphics and a two-page typewritten description (per
design) of three (3) designs, completed within the past 10 years, that
are attributable to the lead designer. Identify and describe areas of
responsibility and commitment to each project. Narratives shall also
include a discussion of design challenges and resolutions. 3)
Philosophy and Design Intent -- The lead designer shall state design
intent for this project, as well as the philosophy for creating a
building that relates to the fabric of the community. Submit a
description of this project's design and challenges. Submission shall
be no more than two (2) typewritten pages. Where A/E firms propose
in-house staff to provide special services, the short-listed firms will
be required in Stage II to demonstrate that the qualifications of the
in-house personnel are equivalent to that of a consultant. Following
Stage I evaluation, the Government will provide the short listed firms
the relevant Stage II selection criteria, the Prospectus Development
Survey (PDS) and other relevant information. In Stage II, the
short-listed A/E firms shall develop the entire project team, including
the A/E design firm selected in Stage I, its lead designer, and all the
consultants on the project. These A/E firms shall submit Standard Forms
254 and 255 that reflect the entire project team. It is not necessary
to re-submit information submitted in Stage I. GSA will conduct
interviews of the short listed firms, including key consultants.

Public Law 95-507 and FAR 52.219-9, large business A/E firms shall be
required to provide the maximum practicable subcontracting
opportunities to small business concerns and small business concerned
owned and controlled by socially and economically disadvantaged
individuals to participate as subcontractors in the performance of the
contract. As part of its Fiscal Year 2000 commitment to socioeconomic
initiatives of the Federal Government, the U.S. General Services
Administration has established subcontracting goals of 40 percent for
small business, 9.0 percent for small disadvantaged business, 5.0
percent for women-owned business, and 1.5 percent for HUBZone
participants. In support of the agency efforts, firms seeking
consideration for this contract shall provide maximum practicable
subcontracting opportunities for small, small disadvantaged,
women-owned and HUBZone businesses. The use of
subcontractors/consultants shown on the submitted SF254's will be
reflected in a Small Business and Small Disadvantaged Business
Subcontracting Plan included in this contract. A/E firms shall also
provide with their submittal a brief written of outreach efforts made
to utilize small, small disadvantaged, women-owned and HUBZone
businesses. The narrative shall not exceed one (1) type written page.
An acceptable subcontracting plan must be agreed to before contract
award. (Small businesses are not subject to this requirement). The
formal subcontracting plan is not required with this submittal. A/E
firms are encouraged to attend a pre-submission conference to discuss
project requirements and the selection process. The conference will be
at the GSA Regional Office located at the Wanamaker Building, 100 Penn
Square East, Room 818 in Philadelphia, PA 19107-3396 on Thursday, July
6, 2000 beginning at 1pm EST. A/E firms are requested to notify Joe
Lindsay, GSA Contracting Officer via email (joseph.lindsay@gsa.gov) of
the persons who will attend the conference. Minutes of the meeting may
be obtained five working days after the conference. A/E firms meeting
the designated geographical limitations and having the capabilities to
perform the services described herein are invited to respond by
submitting six (6) copies of the requested information for Stage I
only, along with a letter of interest, to the following address no

factors. The top ranked firms will be recommended for development of
Stage II proposals and interviews based upon their written responses to
this announcement. A follow-up announcement shall be placed in this
publication containing a list of firms considered to be the most highly
qualified. Award of this contract is contingent upon receipt of design
funds. The successful A/E firm is advised that the Government intends
to propose the use of partnering process during the design and
