Warfare Center Weapons Division (NAWCWD), China Lake, CA is seeking
industry interest in providing services to operate several Morale,
Welfare and Recreation (MWR) activities located on-site at the Naval
Air Weapons Station (NAWS) China Lake, CA. This synopsis is not a
Request for Proposals, but is a sources sought announcement issued only
for information and planning purposes to identify potential sources for
the performance of these services. Information submitted by respondees
will be used to assist NAWS in its Office of Management and Budget
(OMB) Circular A-76 Commercial Activities Cost Comparison Study. This
is the third CBD announcement for this requirement in accordance with
FAR 7.303. Respondees to the first announcement appearing in the CBD on
17 November 1999 and the second announcement appearing in the CBD on 20
March 2000 but modified on 5 April 2000 need not re-send a proposed
submission of interest/statement of capability unless they wish to
update their original responses,as the original responses are already
on file in our office. This CBD announcement is open until 3:00 PM
Pacific Time, 10 July 2000. NAWCWD anticipates issuing a solicitation
under OMB Circular A-76 guidelines to provide a varied MWR program that
will include, but is not limited to, the following: recreation center
and programs for military personnel and other authorized patrons; snack
bars, catering and beverage services; base gymnasium, fitness center,
intramural and varsity sports programs; 3 swimming pools and aquatics
program; youth activities program that provides before and after school
care, all day summer care, teen center, and a youth sports program; a
10-lane bowling center; auto hobby shop; and crafts center. The
Standard Industrial Classification (SIC) Code for this action is 7999
with a Size Standard of $5Million in average sales. The Government
reserves the right to make this requirement a set-aside. If a contract
is awarded for this effort, the Government anticipates a Fixed Price
effort for a duration of five (5) years (1 basic and 4 option years).
However, contract type and duration could change. There may be
non-exempt labor categories for a portion of this effort; however, the
classes of service employees to which a Service Contract Act Wage
Determination would apply have not been determined. Proposed
submissions of interest and/or statements of capability in the MWR
program described above should include the following information: (1)

(10) Any other specific and pertinent information as pertains to this
particular area of procurement that would enhance our consideration
