Engineering Support and Related Serivies for NASA/GSFC/Wallops Flight
Facility(WFF). This is a notice of intent to issue a Request for
Proposal on a noncompetitive basis in accordance with 10 U.S.C. 2304
(c)(1)"Only One Resposible Source", to Computer Sciences Corporation,
System Sciences Division, 1100 West Street, 5th Floor, Laurel, Maryland
20707 for a five month extension, July 1, 2000 through November 30,
2000, with three one-month option periods through Febraury 28,2001,
under contract NAS5-32261. This proposed engineering support and
related services is necessary for continued engineering services at
GSFC, Wallops Flight Facility and occasionally at remote off-site
locations. The institutional services such as facilities engineering,
telecommunications, chemical laboratory, and financial management
services will be included in the Wallops Integrated Contract
Consolidation (WICC). The programatic portion of the contract which
includes metrology, disciline engineering, safety and project
management support will be transitioned under a new contract.
Competition of this contract is not possible due to the short duration
of the service period. Award of this extension to other than the
incumbent would likely result in disruption of services. Continued
services with the incumbent are considered necessary for orderly and
effective engineering supprot and service activities. Interested
organizations may submit their capabilities and qualifications to
perform the effort in writing to the GSFC/Wallops Flight Facility and
the individual identified point of contact not later than 4:30 p.m. on
June 28, 2000. Such capabilities/qualifications will be evaluated
solely for the purpose of determining whether or not to conduct this
procurement on a competitive basis. the determination by the Government
not to compete this proposed effort on a full and open competition
basis, based upon responses to this notice is solely within the
discretion of the Government. Collect calls are not accepted. See note
