/Contracting, bonnie_harris@nps.gov. The National park Service, Santa
Monica Mountains National Recreation Area has identified a requirement
to solicit, negotiate, and award a contract for Cultural Resources
Services. The recreation area encompasses 150,000 acres of the Santa
Monica Mountains and includes Federal, State, County, and City Park
land, as well as private land. Numerous cultural resources projects
have been completed for the recreation area including: cultural
resources inventories, archeological excavations, historic and studies.
The primary purpose for the services are to make the information
available to park staff; the reports should also be useful to
professionals and park visitors. The Government has determined that the
technical capability of the contractor is equal to price in selecting
a contractor. Proposals will be evaluated subject to the following
criteria: MINIMUM standard; The Principal Investigator, Project
Manager, Archeologist, Ethnographer, Historian and all Field Directors
must meet the appropriate Secretary of the Interior' Standards.
Additional evaluation criteria, listed in order of importance, are as
follows: 1) Demonstrated professional research experience of all key
personnel with an emphasis on experience in the Santa Monica Mountains.
2) Academic credentials of all key personnel. 3) Publications and
reports of all key personnel. 4) Demonstrated technical abilities of
the firm to provide the full range of services and/or equipment (either
in-house or through subcontract) for the following services that are
likely to be needed during the life of this contract: a) Archeological
and geological services. b) Ethnographic services. c) Historic and
geographic services. d) Report preparation and administrative services.
5) Responsiveness of the technical proposal which addresses the types
of studies in the scope of work. The technical proposal will also be
evaluated for clarity and quality of presentation. 6) Demonstrated
capability of the team to respond in a timely manner to park needs. 7)
Demonstrated capability of team for successful and responsive
completion of cultural resource contracts on time and within budget. 8)
History of successful cooperation and teamwork with local agencies, the
California Office of Historic Preservation and Chumash and
Gabrielino/Tongva groups. The National Park Service welcomes and
encourages the participation of small disadvantaged and woman-owned
business concerns. Solicitation documents will be available on or about
June 16, 2000 with due dates for receipt of proposals 30 calendar days
thereafter. Requests for a copy of thethis solicitation must be in
writing to the address contained herein, to the attention of the named

reserves the right to cancel this requirement, either before or after
