Sources sought to install computerized irrigation systems, landscaping and site work at Riverplace and Mira Mesa Military Family Housing sites. For RIVERPLACE the work includes site preparation, demolition of existing concrete ditch, removal of existing fencing, excavation and recompaction, construction of storm drain and drainage structures, installation of turf, modification of existing irrigation system, installation of new irrigation controllers, sensors, and incidental related work. For MIRA MESA the work includes landscape, irrigation, renovation work to include irrigation system replacement, landscaping repair, and other incidental repairs to address any damages to the site caused by the work and incidental related work. NOTE; All Federal Contractors must be registered in the Central Contractor Registration (CCR) database. New contract awards can only be made to contractors who are registered in CCR. There will be no hardcopies of this solicitation issued. Telephone and fax requests will not be accepted. Notification of any changes to this solicitation (amendments) shall be made only on the internet. The official planholders' list will be maintained on and can be printed from the internet site. All prospective contractors must register as planholders on the website. Each company must indicate it's name, address, phone number, and E-mail address; identify whether the firm is a Prime, subcontractor, supplier or plan room; and indicate whether the firm is small business, small disadvantaged business or large business or woman-owned business. The tentative issue date for the solicitation will be 22 June 2000. The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal, conforming to the solicitation, willbe the BEST VALUE to the Government, considering Past Performance, Technical and Price factors. This procurement will be evaluated on the following factors: FACTOR 1 PAST PERFORMANCE FACTOR 2 -- TEAM TECHNICAL EXPERTISE; and FACTOR 3 PRICE. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; to limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals, and to award to the Offeror submitting the proposal, determined by the Government, to be the best value. Offerors are advised that an award may be made without discussions or any contact concerning the proposals received. Therefore, proposals should be submitted initially on the most favorable terms.
