COMMERCE BUSINESS DAILY ISSUE OF JUNE 12,2000 PSA#2619DOC; Mountain Administrative Support Center; Acquisition Management
Division; 325 Broadway MC3; Boulder, CO 66 -- EXTERNAL CAVITY OPTICAL FREQUENCY DOUBLER SOL NB847000000203MB
DUE 062800 POC Michelle Bernal, Purchasing Agent, (303) 497-3983 or FAX
(303) 497-3163 E-MAIL: NOAA; MASC Acquisition Management,
Michelle.A.Bernal@noaa.gov. The National Institute of Standards &
Technology(NIST) has a requirement for two external cavity optical
frequency doublers from 626 nm to 313 nm with servo electronics
package. This will be used in research toward constructing quantum
logic gates for quantum computers and advanced frequency standards
which needs to convert visible laser radiation to the ultraviolet by
frequency doubling. This system shall, as a minimum, include the
following complete critical specifications: = 1) Compact unidirectional
ring geometry consisting of 2 mirrors and a piezo-driven prism. Active
stabilization of the cavity length is accomplished by a servo-loop and
the piezo-driven prism. (This design ensures high stability to
environmental vibrations and noise, and it provides a geometry
invariant output beam that does not vary its pointing direction as the
wavelength is changed.) 2) Servo electronics based on the
Pound-Drever-Hall rf sideband technique. 3) Ultraviolet conversion
efficiency greater than 12% at 0.8 W input. 4) Scanning range greater
than 60 GHz with maximum scan rate of 10 GHz/s. 5) Beam pointing
stability less than 2 microradians/=B0C . 6) Astigmatic compensation of
the ultraviolet output. The difference in the horizontal or vertical
waist at any point along the beam should be less than 10%. There is no
formal bid package. Interested sources may submit a written
qualification statement, literature, along with a proposal by fax or by
mail on or before close of business June 28, 2000. Please include
delivery date, F.O.B. point, business size, Federal Taxpayer
Identification Number, and Duns and Bradstreet Number. The award
decision will be based upon the best value to the Government, with
technical merit and past performance being significantly more important
than price. This procurement is being conducted per FAR Part 13,
Simplified Acquisition Procedures. Terms and Conditions and agency
level protest procedures can be fond on web site http:
oamweb.osec.doc.gov/conops #REFERENCE. Hard copy in full text available
from office address and phone number listed in notice. Technical
questions can be directed to John Bollinger at (303) 497-5861.
Anticipated award date June 29, 2000. Posted 06/08/00 (D-SN462701).
