a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; a quote is being requested and a
written solicitation will not be issued. Solicitation N61339-00-Q-0160
is issued as a request for quote and incorporates the provisions and
clauses in effect through Federal Acquisition Circular 97-17. The
solicitation shall be awarded on a sole source basis to Alstom Drives
and Controls, Ltd., 301 Alpha Dr., Pittsburgh, PA. 15238. The SIC Code
for this solicitation is 3699 with a size standard of 750 employees.
The following items are required: CLIN 0001, Five Basic Engineering
Casualty Control Exercise Program Instruction Modules (BECCE-PIMs) to
include technical data package, 1 LO; CLIN 0002, Option to obtain a set
of 10 BECCE-PIMs to include technical data package, 1 LO; CLIN 0003,
Option to obtain a set of 10 BECCE-PIMs to include technical data
package, 1 LO; CLIN 0004, Option to obtain a set of 10 BECCE-PIMs to
include technical data package, 1 LO; CLIN 0005, Option to obtain a set
of 10 BECCE-PIMs to include technical data package, 1 LO; CLIN 0006,
HEALY Machinery Plant Control and Monitoring System (MPCMS) Training
System Instructor's Manual, 1 EA. CLINS 0002 through 0005 can be
exercised at any time and from time to time for a period of 24 months
after contract award. The following Statement of Objectives applies:
"STATEMENT OF OBJECTIVES FOR THE ENHANCEMENT OF THE UNITED STATES COAST
GUARD CUTTER HEALY MPCMS TRAINING SYSTEM.1. Overall Objectives. The
overall objectives of this purchase order are to: a. Enhance MPCMS
Training system to support an Automated Engineeering Training Team
(ETT) Basic Engineering Casualty Control Exercise (BECCE) training in
the Engineering Control Center (ECC) spaces. b. Enhance the system to
support 1 on 1 qualified Engineer of the Watch (EOW) training of
unqualified EOW candidates in BECCE responses. c. Reduce instructor
intervention to execute a casualty control exercise through automation
of the BECCE-PIMs. d. Reduce the time required for new crew members to
qualify as EOWs. e. Provide a means to document training conducted with
the system. 2.0 Contract Objectives. The following additional
information is provided for contract clarification. Do not address this
information in the SOW. a. The Government will provide the contractor
detailed decision trees and flow charts representative of each
individual BECCE-PIM. The first five PIMs for CLIN 0001 will be
provided by the technical point-of-contact listed below. b. The
contractor shall provide all software necessary to modify the MPCMS
Training System as noted in the objectives delineated in 1.0. ; 3.0 The
technical proposal shall address the Engineering Objectives which are:
a. Automate BECCE- PIMs of varying complexity. b. The contractor shall
be responsible for all software design and development, software
integration into existing instructor and student stations, software
concept test and validation, delivery, assembly, and installation and
test of the automated BECCE system enhancements as outlined in
paragraphs 1.0 and 2.0 above. b. The software at the instructor station
shall provide the means to create, edit, modify, and save mission
scenarios (BECCE exercises). c. Provide capability in the instructor's
workstation area to display both student workstation screen and
instructor workstation screen as required. d. Provide capability to
record and document the student's actions and time to respond to
actions taken as a result of implementing an automated BECCE exercise.
e. Provide a Technical Data Package consisting of a Software Design
Description for each BECCE-PIM to a level of detail which supports
objective 1.c. f. Provide an Instructor's Manual containing a system
overview and general operating procedures for initiating and executing
BECCE scenarios and general instructions for constructing, editing or
modifying BECCE-PIMs.; 4.0 Program Objectives;a. Provide a system to
generate and maintain a program key events schedule, performance status
and problem identification/resolution to the Government for the
duration of and separately for each of the purchase order's
tasks/delivery orders that are exercised.; 5.0 Logistics Objectives;
Deliver CLIN 0006 as a draft with the delivery of CLIN 0001. The
Government shall have a review period of 45 days. The final shall be
due 60 days after contractor receipt of review submittal. Delivery of
CLIN 0001 shall be made no later than 6 months after award. Delivery of
CLINs 0002 thru 0005, when exercised, shall be made to USCGC HEALY
within 24 months of contract award; acceptance shall be made at
destination upon delivery. Delivery shall be made FOB Destination. The
following FAR/DFARS provisions and clauses apply to this acquisition:
52.212-1, 52.212-3, 52.212-4, 52.212-5, and 252.212-7001. The
following subparagraphs of FAR 52.212-5(b) apply: 1,5, and 7 through 9.
The following subparagraphs of FAR 52.212-5(c) apply:None. The
following clauses of DFARS 52.212-7001 apply: 252.219-7003,
252.227-7015, and 252.227-7037. A completed copy of the following must
be included with the quote: FAR 52.212-3 and DFARS 252.212-7000.The
following clauses also apply: DFARS 252.204-7004, "Required Central
Contractor Registration," FAR 52.227-19 "Commercial Computer Software
-- Restricted Rights" and "Year 2000 Warranty-Commercial Supply Items.
The DPAS rating for this solicitation is N/A. See Note 22 (forty-five
days is changed to read "by 29 June 2000"). Quote is due at 2:00 PM
