70 -- SOFTWARE AND MAINTENANCE SOL N68936-00-T-0167 DUE 061500 POC James L McCormick, Contract Specialist, (760) 939-7953, Theodore W Fiske, Contracting Officer, (760) 939-8182 Amendment 0001 to RFQ N68936-00-T-0167 for software and software maintenance. The amendment is issued to change the requirement from "Other than Full and Open Competition" to Competitive "Brand Name or Equal" and to add instructions to offerors and evaluation criteria provisions. The Government's requirement is changed to read as follows: The Naval Air Warfare Center Weapons Division intends to procure software for the Defense Industrial Financial Management System (DIFMS) consisting of the items listed below. Contract Line Item (CLIN) 0001: 1 Lot, to include 1 each Mobius Management Systems, Inc. (Mobius) View Direct for Networks Server License, v.3.2 (or most current) or equal; 1 each Mobius Document Direct for the Internet Server or equal; 250 each Mobius Document Direct Client Licenses (Concurrent users) v.2.2 (or most current) or equal, including PDF viewer; 250 each Mobius Document Direct for the Internet (concurrent users), v.1.2 (or most current) or equal, including PDF viewer; 50 each Mobius DocuAnalyzer Licenses, v.4.1 (or most current) or equal (per seat license); 10 Days of On-Site Support; and 1 year of Software Maintenance. CLIN 0002: 1 additional year of Annual Maintenance. To be considered equal to the brand name, offered item must meet all of the following salient characteristics: Retain the original format of each document i.e., the original document will not be converted in any way in order to store the document.; Restrict any modifications to the original document, i.e.,safeguard and guarantee the integrity of the original source data.; No document-embedded security rules i.e., security rules can be applied but should be independent and not embedded in the document for which those rules apply.; Does not store archives in a proprietary RDBMS.; Complete server transparency, i.e., enable a document to be located and retrieved without the user knowing where it is stored while providing platform independence by allowing users to simultaneously view documents on multiple serves in multiple formats, including character, laser print-format, or image.; Extract specified fields from multiple original DEPCON files and PDF-formatted documents and sort, perform arithmetic calculations, graph, and analyze the extracted data.; Save extracted data into a native XLS format without any customer code, additional user manipulation, or the aid of Excel wizards.; FAX directly from the desktop.; Download and print a single page from the browser without having to perform the action on the entire document.; Use of all Windows utilities i.e., cut, paste, find, etc.; and Index documents in any way i.e., provide the ability to index documents independent of the document or server, regardless of format, across varied retention periods, in a virtual format. For example, provide the ability to create a virtual folder that archives Word, Excel, PDF files and text reports where each document could have a different retention period and be archived on different media, but could still be retrieved by the same set of indexed criteria. The following provisions are added: Add provision entitled Rights In Data -- License Agreement: If a contract resulting from this solicitation includes computer software developed at private expense to be sold or leased to the Government, the contract must clearly define any restrictions on the right of the Government to use such computer software, but such restrictions will be acceptable only if they will permit the Government to fulfill the need for which software is being procured. If the offeror wishes to have a separate license agreement executed, it must be submitted at the time of submission of its proposal. Add provision entitled Restriction On Disclosure And Use Of Data: Offerors or quoters who include in their proposals or quotations data that they do not want disclosed to the public for any purpose or used by the Government except for evaluation purposes, shall (1) Mark the title page with the following legend: "This proposal or quotation includes data that shall not be disclosed outside the Government and shall not be duplicated, used, or disclosed-in whole or in part -- for any purpose other than to evaluate this proposal or quotation. If, however, a contract is awarded to this offeror or quoter as a result of-or in connection with- the submission of this data, the Government shall have the right to duplicate, use, or disclose the data to the extent provided in the resulting contract. This restriction does not limit the Government's right to use information contained in this data if it is obtained from another source without restriction. The data subject to this restriction are contained in sheets *______ (insert numbers or other identification of sheets)" and (2) Mark each sheet of data it wished to restrict with the following legend: "Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this proposal or quotation." The offeror is cautioned, however, that portions of the proposal may be subject to release under the terms of the Freedom of Information Act, 5 U.S.C. 552, as amended. * To be completed by contractor. Add provision entitled Award by Full Quantity: All offerors/bidders must submit a price for all items in this solicitation to be eligible for award. Award will be made to that responsible offeror/bidder proposing the lowest total price for all items. Add provision entitled Brand Name or Equal Evaluation Criteria: Evaluation and award shall be based on the lowest offered price for a product that is in compliance with the salient characteristics. Add provision entitled Evaluation of Operational Capability Demonstration: Technical acceptability of equipment/software proposed that has not already been demonstrated to the Government shall be validated by an operational capability demonstration at site(s) designated by the Government. A successful demonstration is required for a vendor to be considered technically acceptable. The operational capability demonstration will be held for four days, from June 19, 2000, 7:00 a.m. local time through 22 June 2000, 5:00 p.m. local time. This amendment does not due date and time for submission of offers, which is 3:00 p.m. Pacific Daylight Time, 15 June 2000. All other solicitation provisions remain unchanged.
