Statement of Research Need The Marine Corps Systems Command
(MARCORSYSCOM) is seeking new and innovative approaches, both in
technology and in concept, to the study of aquifers and ground water
production wells. Specifically, research proposals are being sought
which will focus on the following areas of primary interest: a) aquifer
contamination vulnerability potential and assessment b)
characterization and modeling of groundwater production wells c)
integration of information into technologies and methodologies which
will facilitate future land use planning and regulatory compliance Due
to the availability of site-specific hydro-geologic and ground water
data, the study will be conducted at Marine Corps Air Station,
Beaufort, South Carolina. Proposals shall focus on new, innovative, and
unique approaches and solutions which address the following areas of
interest: Vulnerability / Contamination Potential Analysis of aquifer
vulnerability and contamination potential, and demonstration of how the
results can be used to predict subsurface distribution of contaminant
plumes. The results of this effort shall be documented in a technical
report. Groundwater Characterization and Modeling Analysis of
groundwater characteristics, and development of a model to determine
groundwater production wells. Methodology should be in accordance with
EFUG (see Database Maintenance below). The results of this effort
shall be documented in a technical report. Developing Future Land Use
Plans Development of a future land use plan for the MCAS Beaufort site,
to be conducted in cooperation with the Environmental Affairs Office.
Existing data should be reviewed and analyzed to develop a model which
will assist in planning future land use. The results of this effort
shall be documented in a technical report. Monitoring and Reporting
Contractor shall provide technical, cost, and program management
details quarterly. Situations which may impact cost, schedule, or
technical portions of the project shall be presented to the Government
Program Manager as they occur. Database Maintenance Environmental data
shall be provided to a database following the Tri-Service Guidelines
outlined in the website for the Environmental Field User Group (EFUG).

Preparation of Proposals Offerors are invited to submit five (5)
copies of a proposal. The basic proposal shall include a detailed
technical approach, including methodology and work breakdown structure,
program management plan, full cost information, and shall not exceed
twelve pages. In addition to the basic proposal, resumes of key
personnel shall be provided, as well as past performance information on
projects of a similar nature. This information shall include, but not
be limited to, place and period of performance, contact references, and
award amount. Additional attachments to the proposal shall include an
approved subcontracting plan, in accordance with FAR part 19.702, as
well as a completed copy of Section K, Reps and Certs, available for
download at http://www.rdss.osd.mil/sectionk/. The deadline for receipt
of proposals shall be no later than 1500 hours, July 24, 2000. Offerors
must state in their proposal that it is submitted in response to this
BAA. This BAA provides no funding for proposal development purposes.
All proposals will be acknowledged. Proposals will not be returned
after evaluation. Method of evaluation will be peer or scientific
review. Non-Government personnel may be utilized as subject matter
experts, and may have access to proposals. Offerors shall indicate if
their proposal is not to be released to non-Government personnel. Such
indication may affect award. Award will be based on Best Value, with
proposals evaluated in accordance with the criteria delineated below,
listed in order of relative importance: 1) Technical factors, including
the degree to which the proposal meets program objectives, program
management, experience, and key personnel 2) Availability of funds 3)
Price, including cost realism and reasonableness 4) Past performance
The Government reserves the right to select for award any, all, part,
or none of the responses received. Award will be made directly from
this BAA, based on FAR part 15. Award of single or multiple firm-fixed
price contracts is contemplated. A thirty (30) month period of
