Resources & Services Administration (HRSA) is soliciting from sources
with the capability to provide HRSA an analysis of the needs of gay men
of color living with HIV/AIDS as it relates to their primary health
care needs, access to and retention of care. This solicitation is done
in accordance with Federal Acquisition Regulations (FAR), Part 13. The
contractor shall have strong ties to existing major HIV/AIDS health
care policy advocates amongst the gay population of color. Furthermore,
the contractor shall have knowledge of and connections to appropriate
representative organizations of this population. In addition, it is
essential the Contractors have in-depth knowledge of the primary issues
confronting persons living with HIV/AIDS. The contractor shall collect,
for review, in-depth qualitative information from individuals and
centers pleading on behalf of gays with HIV/AIDS. The Contractor shall
develop a policy paper outlining areas of needs and recommending
interventions to enhance care of this population, based on this data.
The Contractor will complete an outline of policy paper for approval by
the HRSA Project Officer and a 12-15 page policy paper, which will
provide an analysis of the care needs of gay men of color living with
HIV/AIDS. The period of performance is five (5) months. Solicitation
