The Centers for Disease Control and Prevention intends to negotiate
and award, on a sole source basis, a purchase order with the Medical
and Health Research Association of New York City (MHRA). The purchase
order is for the continuation of a 3 year evaluation (currently funded
under CDC Cooperative Agreement #U62/CCU213275-01,-02,-03) of the
"Bridge to Respect" program that is operated by the New York City
Department of Health. The vendor shall be required to provide all
labor, materials, supplies, travel, transportation, and other
incidentals necessary to (1) continue to enroll and follow 250
participants in the "Bridge to Respect" program; (2) enter all in-take,
follow-up, serologic, and social service data into a database; and (3)
transfer the data to CDC. The authority for this sole source
procurement is FAR part 6.302-3 in that it is necessary for CDC to
maintain the research progress that began under the existing
co-operative agreement. This is not a request for competitive proposals
and no solicitation is available. Firms that believe they can provide
the required services are encouraged to identify themselves and give
written notification to the Contracting Officer. Firms believing they
can provide the required services must submit supporting documentation
in sufficient detail to demonstrate the respondent's ability to meet
the stated requirements. All responses received within 45 days after
date of publication of this synopsis will be considered by the
Government. A determination by the Government not to compete this
proposed action based on responses to this notice is solely within the
discretion of the Government. Information received will be considered
solely for the purpose of determining whether to conduct a competitive
