Robb, Contracting Officer, 215-814-5468 The U.S. Environmental
Protection Agency, as part of a settlement agreement, has a requirement
for assistance in gathering and assessing information required to
support the development of a Programmatic Environmental Impact
Statement to assess the impacts of mountaintop mining and valley fill
practices in the Appalachia. In order to economically mine coal in this
area, mining interests have developed methodologies to move large
quantities of earth to expose stratified coal seams in order to extract
the resource. Massive machinery has been employed to displace hundreds
of feet of earth and rock to reach the coal. This results in the
creation of millions of cubic yards of overburden material that must be
disposed. An Environmental Impact Statment has been court ordered to be
delivered no later than December 23, 2000. The EPA intends to acquire
these services on a sole source basis from Resource Technologies
Coporation, State College, PA. This notice is not a request for
