Group, Telecommunications Services Branch, hereby gives notice of its
intent to extend the period of performance on the cable lease contract
to US WEST Communications, Inc, 7800, East Orchard Dr, Suite 250,
Englewood CO 88111, for the cable plant and its associated services at
Holloman AFB NM. US WEST shall provide all of the operation and
maintenance of all equipment and assets used to facilitate the
transmission of telecommunications information from building terminal
to building terminal within the campus environment of Holloman AFB NM
and provide new cable additions as necessary. The equipment that makes
up the required outside cable plant facilities includes all of the
embedded, buried and aerial cable, the installed equpment needed to
maintain connectivity to that cable, and the existing terminals
installed in several locations on the base. The period of performance
will be from 1 Jul 00 through 31 Dec 00 or until a new government-owned
system can be installed, whichever occurs first. The primary place of
performance is Holloman AFB NM. This sole source acquisition is
justified under 10 USC 2304 (c) (1). It has been determined the
required services are available only from the original source, US WEST
Comunications Inc, as this is a modification to extend the existing
contract for the continued provision of these highly specialized
services, and it is likely that award to any other source would result
in substantial duplication of cost to the Government that is not
expected to be recovered through competition. The incumbent vendor owns
the cable currently installed, requires no additional start-up cost, is
familiar with the needs of the Air Force, and has trained, qualified
technicians on hand to perform the required services. Interested firms
must indicate their ability to satisfy the requirements within 15 days
of this notice. If no response is received within 15 days of this
notice, an award will be made to US WEST Communications Inc. No
