announcement is an 8a Competitive Award. The U.S. Department of State
is seeking a firm to provide professional Security Systems services for
the Bureau of Diplomatic Security, under the directorate of Counter
Measures and Information Security, Office of Domestic Operations. This
proposed award will be a Labor Hour Time and Materials contract with
a duration of one base year plus four one year options. The
solicitation will be issued on or about June 29, 2000. Proposals are
due approximately 30 days after the release solicitation. The SIC for
this award is 7382. The prospective contractor will be expected to
provide 78 full-time personnel with various security related
disciplines, to assist in the development, coordination and execution
of plans, standards and policies to ensure maximum security of U.S.
Department of State (DOS) domestic facilities. The successful offeror
must possess a final Top Secret facility security clearance issued in
accordance with the National Industrial Security Program Operating
Manual prior to contract award. Any firms forming joint ventures for
the purpose of responding to this solicitation must also meet this
requirement. Contractor personnel assigned to this contract must
possess Secret or Top Secret personnel security clearances issued by
the Defense Security Service prior to the contract start date or first
day of work. Specifically designated contractor personnel assigned to
this contract must also be eligible for access to Sensitive
Compartmented Information. The prospective firm selected for this award
is expected to achieve full operational capacity within 30 days after
award. Contractor shall provide implementation and maintenance of
plans, standards, and policies to ensure appropriate security for DOS
personnel, facilities and information. The prospective contractor will
develop policy, standards and procedures for protecting classified
information, as well as design, install, administer and maintain
support requirements for all security systems. Oversite ofSecurity
Systems shall include, but not be limited to, the following functional
areas: a) Federal Building Pass Identification Card Program and
Systems Operations; b) all aspects of physical security programs,
including the design, engineering, operation and maintenance of the
proprietary automated access control and intrusion detection alarm
systems; c) personnel and vehicular screening programs; d)
closed-circuit television and security video and audio monitoring
programs; e) the lock program and related safeguarding programs; f) the
Uniformed Protection Security Personnel Program; g) domestic security
programs, standards, policies and procedures; and h) Real property,
facilities, materials, and security equipment. EVALUATION FACTORS:
Technical capability will be more important than cost. Proposals will
be evaluated on the following criteria: 1. STAFFING -- (35 Points):
Please describe the personnel resources your company would offer to
meet contract requirements and identify key staff 2. TECHNICAL
EXPERIENCE -- (25 Points): Please describe your company's experience
and history of performance during the past three years in development
and implementation of security plans; management of security programs;
installation, operation and maintenance of automated access control
systems; security screening practices; Installation, operation and
maintenance of closed-circuit television; video monitoring systems;
Alarm systems and Locking devices. 3. MOBILIZATION PLAN -- (20 Points):
Please describe the approach and methodology your company would employ
to achieve full operational capability within 30 days of the contract
start date. 4. INTERNAL AND EXTERNAL PROBLEM RESOLUTION -- (15
Points): Please describe your company's approach to internal and
external problem resolution as it relates to employer/employee
relationship within your company and contractor/DOS Diplomatic Security
(DS) program office relationship. Identify key personnel responsible
for monitoring on-site activity and program implementation, etc. 5.
SUBCONTRACTORS -- (5 Points): Please describe your company's plan for
managing subcontractors. If you do not intend to utilize a
subcontractor please specify and describe your company's plan for
managing subcontractors if it becomes necessary to utilize. 6. PAST
PERFORMANCE/REFERENCES -- (HIGH, MEDIUM, LOW, FAIL): Please provide
examples of past accomplishments as security specialists: List all
existing or prior contracts awarded to your company in the area of
physical security, within the last 3 years. For all contracts please
provide the name of contract and agency for whom services were
performed; name of administrative Contracting Officer, COR or project
coordinator and telephone number. PROSPECTIVE CONTRACTOR PERSONNEL MUST
COMPLY WITH ALL JOB DESCRIPTIONS, QUALIFICATIONS AND KNOWLEDGE FACTORS
AS SPECIFIED IN THE SOLICITATION. Qualifications for the following
proposed positions may include, but are not limited to, a Bachelor of
Arts/Science Degree or required years of equivalent experience for Sr.
Physical Security Specialist -- 4 positions; Physical Security
Specialist I -- 4 positions; Physical Security Specialist II 2
positions; Sr. Systems Operations Manager -- 1 position; Contract
Monitor -- 1 position; Budget and Accounting Specialist 1 position;
Administrative Officer 1 position; and a Physical Security Architect I
-- 2 position. Qualifications for the following proposed positions may
include, but are not limited to, an Associate Degree of Science/Arts
Degree or required years of equivalent experience for Sr. Security
Systems Engineer 5 positions; Security Systems Engineer I 4 positions;
Security Systems Engineer II 2 positions; Security Systems Field
Technician I 4 positions; Security Systems Field Technician II -- 12
positions, Physical Security Architect II 1 position; Security
Inventory Specialist 1 position; Financial and Procurement Specialist
1 position; Systems Operation Mgr. I 2 positions; and Systems
Operations Mgr. II 4 positions. Qualifications for the following
proposed positions may include, but are not limited to, a minimum of 20
years experience as a sworn law enforcement officer/agent.
Inspection/Audit Officer I 2 positions; Inspection/Audit Officer II 2
positions; Security Operations Specialist I 2 positions; Security
Operations Specialist II 2 positions. Qualifications for the following
proposed positions may include, but are not limited to, a High School
Diploma or equivalent for Accounting and Financial Assistant 1
position; Administrative Assistant I 2 positions; Administrative
Assistant II 1 position; Security Operation Assistant I 2 positions;
Security Operation Assistant II 1 position; Security Systems Field
Technician III 4 positions; Security Systems Administrator I 2
positions; Security Systems Administrator II 4 positions; and an
