This is a notice of intent to negotiate with Middle River Aircraft Systems, 103 Chesapeake Park, Baltimore, MD 21220, on an other than full and open competitive basis to perform a feasibility study regarding the P3 Nacelle Enhancement Program. The Government intends to negotiate on a sole source basis with Middle River Aircraft Systems, which possess technical data in digital format, engineering and manufacturing capability and experience to perform this feasibility study. The objectives are to determine feasibility of introducing an alternate source of qualified components to sustain the continued maintenance, overhauls and rebuild of P3 nacelles at a cost representative of new manufacture rather than spare manufacture; evaluate the current nacelle construction; develop an approach to nacelle configuration definition that will eliminate tooling, reduce custom fit requirements and enhance interchangeability; complete productibility cost and life cycle cost trade studies to support alternate construction/material options; provide recommendations to enhance the "in service" performance of the P3 nacelle with respect to reduced maintenance, reduced spare part cost, reduced corrosion and damage and improved fatigue life. Services will take place at NADEP Jacksonville, FL from the date of award thru September 30, 2000.
