This requirement is to organize, implement and conduct two training workshops in solar photovoltaics with an option for two more. The workshops will be 2.5 -- 3 days each. The locations will be Northern California, San Diego CA, Portland OR and Honolulu HI. Each location is one line item and requires a quoted price. Workshops will be held in September and October 2000. There is a short Statement of Work describing this task, although the requirement is being solicited under Commercial procedures. Award will be based on the offeror's assessed ability to provide a successful PV or distributed energy workshop effectively and efficiently based on his/her past experience, including both quantity and quality of similar work; the offeror's past performance as indicated by reference checks and any other means available, the assessed likelihood of the offeror to succeed based on the proposed strategy and speakers and the price proposed. Technical and past performance when combined are more important than price. Quotes must be submitted by 3:00 pm local time June 29, 2000, to Western Area Power, 114 Parkshore Drive, Folsom, CA 95630. The quote must include a description of the overall approach the offeror plans to implement the SOW, including partnerships and subcontractors, how they will identify potential participants, advertising, etc; a rough draft of the agenda showing topics and at least two speakers per topic or segment of the agenda; evidence of the offeror's knowledge of the subject material, skills and abilities to successfully organize and implement two to four PV or distributed energy workshops. This should include examples of previously organized PV training workshops together with agendas, marketing brochures and workshop handouts. Provide the names, titles, addresses and telephone numbers/e-mail addresses of at least three individuals with direct knowledge of pervious PV or distributed energy workshops organized and implemented by the offeror.
