Fleet & Industrial Supply Center, San Diego, intends to procure Clinical Preceptorship services under Full and Open competition procedures. The Clinical Preceptorship services will support the Navy and Marine Corps Drug and Alcohol counselors under the management program of the Naval School of Health and Sciences (NSHS) San Diego, CA. The services require individualized instruction in counseling skills development and other related activities for the military and civilian personnel assigned the responsibility of clinical treatment and care. Clinical Preceptorship is a tutorial process in which a person with expertise and skills is responsible for training and evaluating the performance of another person. The Clinical Preceptorship program establishes and maintains an individualized program to improve and enhance drug and alcohol counselor skills. Through a hands on approach, the clinical preceptor provides feedback and documentation to assist the Navy/Marine Corps Drug and Alcohol Counselors to focus on competency standards and ensures quality patient care by competent drug and alcohol counselors. Type of contract will be a Time and Material, Indefinite Delivery, Indefinite Quantity. Period of Performance will be a Base Year and four option years. Pursuant to FAR 19.102, the Standard Industrial Classification (SIC) code is 8748, with a business size standard of $5.0M. The assigned Federal Supply Class (FSC) is U099. Contract award will be based on Best Value evaluation with three evaluation factors: (1) Past Performance (2) Subcontracting Plan and (3) Cost. Manhours per year are: 13,663 (Navy) and 4153 (USMC). The USMC pricing items will be optional clins within each performance year. The Government intends to place task orders against the proposed contract.
