synopsis/ solicitation for commercial items prepared in accordance with
the format in FAR subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation. Quotes are being requested and a written
solicitation will not be issued. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular (FAC) 97-16. This solicitation is being issued
under RFQ# 0023013. This is a 100% set aside for small business. The
SIC code is 8299 and the business size standard is $5,000,000.00. The
FBI is seeking two training course in Basic Computer Forensics for 50
students. Training to be held at vendor site. This will be a firm fixed
price contract with a base year plus four option years. Dates for
training to be determined 30 days prior to training with awarded
contractor. The contractor shall: a) Provide basic computer forensics
training to include the following lectures (ata minimum): Relevant
legal matters; Examiner ethics; Characteristics of computer hardware
architectures; Characteristics of common digital storage media;
Characteristics of common filesystems; Characteristics of common
operating systems; Characteristics of common file types; Networking
with TCP/IP; Characteristics of common Internet applications (e.g. for
browsing, e-mail, chat, file transferring); Preparing and conducting
searches where digital evidence exists; Techniques for preserving
digital evidence; Techniques for searching digital evidence; Techniques
for recovering latent information from digital evidence and Techniques
for recovering protected information from digital evidence. b) Provide
basic computer forensics training to include the following exercises
(at a minimum): Identifying hardware components of a computer;
Understanding file allocation table systems; Understanding Microsoft
Windows; Preserving digital evidence; Searching digital evidence;
Identifying and viewing common file types; Understanding common
Internet applications; Recovering latent information from digital
evidence and Recovering protected information from digital evidence. c)
Provide each student with electronic and paper copies of all training
materials. d) Provide each student with a signed certificate of course
completion. e) Administer tests to be evaluated by the FBI. f).
Provide resumes and academic credentials of contractor instructors
which include the educational background g). Provide three (3)
references on previous contracts (commercial or government) where the
instructor and contractor have performed this type of training with at
least 2 years of documented experience h). Course content/syllabus
that address the FBI needs as set forth in the solicitation I). Provide
each student with a certificate of completion signed by a qualified
computer forensic instructor j). Provide a Bachelor of Science degree
in a computer related field or a minium of 4 years experience in
computer forensic. The evaluation criteria shall be based on: 1).
Course content and brochures that address the FBI needs as set forth in
the solicitation 2). Resumes which include the educational background
and credentials of computer forensic qualified instructors with a
minimum of two years of documented training experience and past
performance. 3). Price 4). Provide three (3) references on previous
contracts (commercial or government) where the instructor and
contractor have performed this type of training. The following clauses
and provisions are incorporated by reference and apply to this
acquisition: FAR 52.212-1 Instructions of Offerors Commercial items
(Mar 2000); FAR 52.212-2 Evaluation -- Commercial Items (Jan 1999); FAR
52.212-4 Contract Terms and Conditions -- Commercial Items (May 1999).
Each offeror shall include a completed copy of the FAR 52.212-3
Offeror Representation and Certifications -- Commercial Items (Feb

Quoters are hereby notified that if your quote is not received by the
date/time and at the location specified in this announcement, it will
be considered late. The award will be made to the responsive,
responsible quoter submitting the lowest priced, technically acceptable
quote, meeting all terms and conditions set forth in the solicitation.
