The Fleet and Industrial Supply Center, Norfolk Detachment -- Washington D.C. intends to lease a sorter capable of sorting both incoming and outgoing commingled size and weight letter mail as well as flat mail for U.S. Postal Service Automated Postal Discounts. The resulting contract will be Firm Fixed Price type contract for the period of one (1) base year and two (2) option years beginning 01 October 2000, with the option to extend services for an additional six-months. Performance will take place at the Postal Operations Division (POSTOPNSDIV), Fleet & Industrial Supply Center (FISC) Norfolk Detachment Washington DC in Washington DC. The contractor will be required to provide a sorter capable of handling mail stock of current as well as future United States Postal Service (USPS) automation requirements from 3 X 5 X 0.007 inches to 12 X 15 X 0.75 inches for both letter mail and flat mail (as defined by the USPS) to obtain automated barcoded postal discounts that are most advantageous to the Navy. In order for POSTOPNSDIV to obtain these discounts, the USPS must approve the sorter for such use. The contractor will be required to provide evidence that they currently provide a sorter that meets these requirements to another customer including the postal discounts to be determined acceptable. Two (2) proposals must be submitted to comply with this solicitation; proposal one (1) is for the leasing for sorter; and proposal two (2) will be for the purchasing of the required annual software and annual maintenance agreement, which will be purchased on a separate yearly basis.
