PRESOLICITATION NOTICE. This project includes the demolition of an existing pier and the design and construction of a new 400 meter long x 46 meter wide pier and necessary utilities (both on the pier and shoreside) to support the homeporting of a CVN class aircraft carrier and an AOE auxiliary oiler/ammunition ship at Naval Station Bremerton. During performance of this work, asbestos, hazardous waste, or pollution abatement may be required. The Standard Industrial Classification Code is 1629. The related small business size standard is $17 million. The estimated cost of this project is over $40,000,000. This Request for Proposal (RFP) is a competitive negotiation. The award will be based on the following criteria: (1) Past Performance, Experience and Qualifications of the Design Team (2) Past Performance and Experience of the Construction Team (3) Schedule and Technical Solution (4) Subcontracting Experience, Achievements, and Goals (5) Price. Technical proposal submission requirements for factor (3) above, will include a three page narrative describing the technical approach, and approximately 4 concept drawings that present the pier cross section, pier pile plan, plan view of upland utility routing, and an elevation of the CHT holding tank if an above ground option is selected. In addition, the technical proposal submission requirement includes a summary Critical Path (CPM) schedule (between 100 and 200 major execution activities. The subcontracting goals for the project (stated as a percentage of total price) are 25% for Small Business, 12% for Small Disadvantaged Businesses (SDB), 5% for Women Owned Small Business (WOSB), 3% for Historically Black Colleges or Universities and Minority Institutions (HBCU/MI) and 1.5% for HUB Zone. It should be noted that participation of small businesses in the SDB, WOSB HBCU/MI and HUBZone categories will satisfy both the 25% small business goal, and the SDB, WOSB, HBCU and HUBZone goals. If a large business concern, a subcontracting plan shall be submitted in accordance with FAR 52.219-9 SMALL BUSINESS SUBCONTRACTING PLAN (OCT 1999) ALTERNATE I (JAN 1999). Performance time (including design and construction) is 623 calendar days. This procurement is open to all business concerns. This solicitation will be issued via the Internet World Wide Web at http://www.esol.navfac.navy.mil and will NOT be available in paper (hard copy) format. The solicitation, including plans and specifications is available for down load free of charge. All prospective offerors and plan centers are required to register as plan holders on the web site. Amendments and notices will be posted on the web site http://www.esol.navfac.navy.mil for downloading. This will be the only method of distributing amendments and notices. It is the offeror's responsibility to check the web site periodically for any amendments and notices to this solicitation. The official plan holders list will be maintained and can be printed from the web site. Plan holders lists will not be faxed and will only be available from the web site. The solicitation will be available on or about 30 June 2000. As an additional aid to prospective offerors, the solicitation, including plans and specifications, will be made available on a CD. The CD will include everything that is posted on the Internet PLUS, a limited number of drawings will be provided in Autocad format (the same drawings will be in PDF format on the Internet). The Navy will not be responsible for CDs lost or responsible for any problems encountered in the use of the CD. There will be a NON-REFUNDABLE charge of $32.00 for each CD. Telephone requests will NOT be honored.
