Atmospheric Administration (NOAA), National Ocean Service (NOS) is
issuing notice of intent to negotiate a sole source procurement with
CODAR Ocean Sensors, LTD to provide a HF radar system that can map
ocean surface currents from the coast. This HF radar system will
include two transmitters, two receivers, two transmit antennas, two
receive antennas, two radar site computers and one central processing
computer (each with modem), software, manuals, and antenna calibration
transponder. The mapping of ocean surface currents from shore requires
a unique type of radar system. To extract the current unambiguously
from the Doppler-shifted signals, the systems must operate in the HF
band, which is far from the conventional microwave bands used by all
other radars. CODAR Ocean Sensors, Ltd. produces the SeaSonde family of
CODAR products, a complete system being constituted by hardware,
software, antennas, and cabling. The main features that mark the
SeaSonde systems are: (i) the compact antenna unit; (ii) the efficient
low-power waveform, along with its digital generation and processing
on desktop PC-type computers which leads to a low-cost, robust system.
Patents for these unique features are held by CODAR Ocean Sensors,
Ltd. The statutory authority for other than full and open competition
is 41 USC 253 (c) (1), Only One Responsible Source. Interested parties
may identify their interest and must provide evidence of their
capability to respond to the requirement. This notice of intent is not
a request for competitive proposals. A determination by the Government
not to compete with this proposed contract based upon responses to this
notice is solely within the discretion of the Government. Information
received will normally be considered solely for the purpose of
determining whether to conduct a competitive procurement. Numbered note
