Institute of Standards and Technology (NIST) intends to enter into a
sole source contract with Roper Scientific of Trenton, NJ, under the
authority of 41 USC 253(c )(1) -- only one responsible source. The
procurement is for the purchase of a Princeton Instruments Digital CCD
Spectroscopy System. The system is required to have the following
salient characteristics: (1) the area format shall be greater than 1024
x 256 with a pixel size between 19 and 24 microns; (2) the spectrometer
interface shall provide "F" mount and VON mount; (3) the total system
read noise is required to be less than 4 electrons at 100kHz and less
than 10 electrons at 1MHz; (4) the system shall have dual digitizers
for optimal performance and flexibility. 100 kHz for low noise read-out
while still maintaining 40 Hz spectral rate. A high speed performance
of 75 Hz spectral rate while maintaining a low 10 electrons read noise;
(5) the system is required to have a quantum efficiency greater than
90% between 500 and 640nm, and greater than 40% at 900 and 300 nm,
utilizing with Unichrome UV -- enhancement coating; (6) the system is
required to be LN cooled for a low dark current of less than 1
electron/pixel/ hour and the temperature is required to be adjustable
from -70 to -120 degrees C; (7) the LN hold time is required to be
greater than 30 hours; and (8) the system is required to be completely
compatible and interchangeable with the two existing Princeton
Instrument Digital CCD Spectroscopy systems at the NIST Physics
laboratories. Delivery is required 60 days after receipt of order, and
FOB Destination, NIST Gaithersburg, MD. Interested firms may identify
their interest and capability to respond to the requirement. This
notice of intent is not a request for competitive proposals. However,
all responses received within 10 days after the date of publication of
this synopsis, will be considered by the Government. A determination
not to compete this requirement, based upon responses to this notice,
is solely within the discretion of the Government. Information received
will be considered solely for the purpose of determining whether to
conduct a competitive procurement. Written responses to this synopsis
shall contain sufficient documentation to establish a bona fide
capability to fulfill the requirement. A solicitation will not be
