is an unrestricted, combined synopsis/solicitation for commercial
items prepared in accordance with the format in Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. Solicitation
number N00173-00-R- JW03 is issued as a request for proposal (RFP). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-17 and DFARS Change
Notice 20000522. This RFP is being issued under full and open
competition. The Naval Research Laboratory is procuring a
commercial-off-the-shelf fast steering mirror (FSM) for use on a
dual-band visible/IR electro-optical system. The system is intended for
launch on a Black Brandt sounding rocket. The contract line item
numbers (CLINs) are 0001, Fast Steering Mirror (FSM), 1 each; 0002,
Data for CLIN 0001, 1 lot; 0003, Loaner Fast Steering Mirror, 1 eachat
a monthly charge (prorated for days of loan before return shipment if
partial month); and 0004, Data for CLIN 0003, 1 lot. Prices for data
must be included in the CLIN the data supports (0002 included in 0001;
0004 included in 0003) For CLIN 0001, the optical clear aperture shall
accommodate an elliptical footprint with major axis of 8.43 cm and
minor axis of 5.98 cm. The FSM is to be used at a nominal 45 degree
angle of incidence with respect to the plane containing the mirror
normal and the major axis of the mirror ellipse. The FSM mirror shall
operate at a visible wavelength of 532 nm and in the IR waveband of 8
to 10 microns. The reflectance of the FSM mirror shall be greater than
99% at 532 nm and greater than 98% (emissivity less than 0.02) for the
IR waveband of 8 to 10 microns. The FSM mirror shall have a surface
figure of 0.025 waves rms at a wavelength of 532 nm. The maximum range
of accurate operation shall be greater than 3.5 degrees in each axis
in mechanical coordinates. The FSM shall perform a 3.5 milliradian slew
to settle within 10.5 micro-radians in less than 10 msec. Detailed
specifications and environmental condition specifications apply and are
stated in NCST-S-DT302, Discriminating Interceptor Technology Program
(DITP) Steering Mirror Component Specification, and NCST-D-DT004,
Environmental Requirements Document (ERD) for DITP Flight and Target
Subsystems and Components. The latter is the "draft for review" version
of "8 December 1999," and is the latest version available. These
specifications are available at the NRL website provided below.
Requirements for CLIN 0002 are stated in the Contract Data Requirements
List (CDRL) provided at the website stated below. The requirements for
CLIN 0003, the Loaner FSM, which will be used in hardware-in-the-loop
(HWIL) tests to validate slewing and tracking performance, are as
follows: The loaner mirror need not be identical to the mirror to be
delivered, but the control electronics, electrical interface,
bandwidth, linearity, and general performance must be similar,
especially in the following areas: (1) The electrical interface must be
identical. (2) The slew and settle time mustbe less than 2X the
specified value. Positioning accuracy shall be <5.0 microradians
relative to the mirror frame. Mirror surface quality does not have to
meet the specification, nor be the required diameter, nor meet physical
requirements (launch/vibration) because this is a laboratory functional
test, not a sounding rocket or an optical test. The required delivery
dates are February 28, 2001 for CLIN 0001 and June 30, 2000 for CLINs
0003 and 0004. The latter date is predicated on award and notification
by COB (4:00 Eastern) June 23, and this date will be slipped
day-for-day if award is delayed. It is anticipated that CLIN 0003 will
be needed until delivery of CLIN 0001, but the Naval Research
Laboratory may return the loaner mirror at any time. Delivery of CLIN
0001 is desired between September 18 and October 9, 2000, with delivery
later than that time frame but earlier than the required date also of
possible value to the Naval Research Laboratory. Delivery dates for
CLINs 0002 are stated in the CDRL. The contractor shall deliver
supplies, all transportation charges paid, to destination in accordance
with the clause in titled FAR 52.247-34 FOB Destination (NOV 1991): for

as directed by Amey Peltzer. The provision at 52.212-1, Instructions to
Offerors -- Commercial (MAR 2000), applies to this acquisition. The
provision at 52.212-2, Evaluation -- Commercial Items (JAN 1999)
applies. The specific evaluation criteria to be included in paragraph
(a) of that provision are 1.)Technical capability of the item offered
to meet the Government requirement.; 2.)Price; 3) Delivery Schedule,
and 4.)Past Performance. Regarding past performance, in order to
qualify for this procurement, the vendor must have experience in
designing, building, testing and qualifying fast steering mirrors for
use in space applications. Technical capability and satisfactory past
performance in the field must each be demonstrated for the offer to be
judged satisfactory. Technical, Delivery Schedule and Past
Performance, when combined, are equally as important as Price. The
nearer offers are in price, the greater the weight that will be given
for early delivery. Offerors must include with their offers completed
