synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. DAAD05-00-B-7006 is issued as an
Invitation for Bid. This solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-17. The U. S. Army Material Command Acquisition Center,
Contracting Division, Aberdeen Proving Ground, MD has a requirement for
the purchase and delivery of Portable Dual Video Camcorder Editors and
Digital Camcorders for a base period of one year beginning at date of
contract award with two one-year option periods. Descriptions and
estimated quantities of each Contract Line Item Number (CLIN) are as
follows: CLIN 0001-Portable Dual Video Camcorder Editors (Est. Quantity
15 each) shall include optional Dual Video Input Board (1 each);
Optional I.Link/DV Input/Output Board (1 each); AC Adapter Pac (1
each); Battery Charger (1 each); and Rechargeable Lithium-ion Battery
(2 each). As a minimum, CLIN 0001 shall meet the following
specifications: (a) ability to record in the DVCAM format up to 3 hours
on a single standard size cassette and capable of playing back both
DVCAM format and consumer DV format recorded tapes without any special
adapters; (b) requirement of a dual video input where two cameras can
be connected and the output of either one recorded; (c) the display of
both camera inputs must be able to be viewed on one screen at the same
time using picture-in-picture mode; (d) ability to dock to existing
government owned Sony DNW-A25 deck and/or DSR 70 portable editor to
allow sequential recording without a break by suing each deck
alternately; (e) with two DSR-70 VTRs, up to six hours of continuous
recording can be obtained; (f) digital slow function to allow playback
of video signals over the range of 9 to 9.5 times normal playback
speed in both forward and reverse; (g) power supply system operates on
12 volt battery using existing government owned BP-L60A/L90A
lithium-ion batteries; (h) AC power operation is capable with existing
government owned Sony CMA-8A via the 4-pin XLR connector. CLIN
0002-Digital Camcorder (Est. Quantity 15 each) shall include Optional
Analog composite input board (1 each); C Adaptor Pac (1 each); Battery
Charger (1 each); and Rechargeable Lithium-ion battery (2 each). As a
minimum, CLIN 0002 shall meet the following specifications: (a)
ability to operate in both 16:9 widescreen and conventional 4:3 mode
without any conversion equipment; (b) ability to operate as a
stand-alone recorder when an exterior analog composite input is
provided; (c) Remote connector designed in accordance with the RS-232C
standard, allowing the camera to be remotely controlled from an
external personal computer; (d) power supply system operates on 12V
battery power using existing government owned BP-L60A/L90A lithium-ion
batteries; (e) AC power operation is capable with existing government
owned Sony CMA-8A via the 4-pin XLR connector; (f) Freeze Mix Function
capability that a picture previously recorded on the DVCAM tape can be
superimposed on the viewfinder screen, so that the camera operator can
easily frame or re-position the subject just as in the previous
shot/recording. Offerors are directed to provide pricing for each item
for the Base Year, and each of the two option years. Equipment will be
ordered as required and in conjunction with estimated quantities.
Requirements will be based on a minimum of 1 each and a maximum of 15
each. Delivery shall be 60 days ARO, F.O.B. Destination Aberdeen
Proving Ground, Edgewood Area, Maryland 21010. Award of this
solicitation shall be made to the low priced technically acceptable
offeror. In order to be considered acceptable, the offeror must meet
the requirements set forth above. The contractor must submit
descriptive literature for all items listed above and show that the
item offered meets the specifications listed above. Descriptive
literature as specified in this Invitation for Bids (IFB) must be
furnished as a part of the bid and must be received before the time set
for bid opening. The literature furnished must be identified to show
the item(s) to be provided to meet the specifications outlined above.
The descriptive literature proposes to furnish as to performance
characteristics and operation. Failure of descriptive literature to
show that the product(s) offered conform(s) to the specifications and
other requirements of the IFB will require rejection of the bid.
Failure to furnish the descriptive literature by the time specified in
the IFB will require rejection of the bid, except that if the material
is transmitted by mail and is received late, it may be considered under
the provisions for considering late bids, as set forth elsewhere in
this IFB. An offeror must quote on all items in this solicitation to be
eligible for award. The Government will award on an "all or none"
basis. Evaluation of offers will be based upon the total price quoted
for all items. A written notice of award or acceptance of an offer,
mailed or otherwise furnished to the successful offeror within the time
for acceptance specified in the offer, shall result in a binding
contract without further action by either party. FAR 52.214-21 with
alternate I, Descriptive Literature applies to this IFB. All offerors
shall include a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications-Commercial Items, with its offer.
The clause at 52.212-4, Contract Terms and Conditions-Commercial Items,
applies to this acquisition. The clause at 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, applies to this acquisition with the following
additional FAR Clauses: 52.203-6, Restrictions on Subcontractor Sales
to the Government, with Alternate I; 52.219-8, Utilization of Small
Business Concerns and Small Disadvantaged Business Concerns; 52.219-14
Limitation on Subcontracting; 52.222-26, Equal Opportunity; 52.222-35,
Affirmative Action for Special Disabled and Vietnam Era Veterans;
52.222-36, Affirmative Action for Handicapped Workers; 52.222-37,
Employment Reports of Special Disabled Veterans and Veterans of the
Vietnam Era. All responsible sources may submit an offer which shall be
considered by this agency. Offers are due at the U. S. Army Materiel
Command Acquisition Center, APG Contracting Division, Building 4118,
Room 126, ATTN: AMSSB-ACS, Aberdeen Proving Ground, Maryland 21005-3013
by 28 June 2000 at 10:00am. This date shall be used as the basis for
