Furniture Center intends to issue a continuous open season solicitation
for Miscellaneous Furniture: Cafeteria and Food Service Furniture on or
about June 1, 1998. Solicitation Number 3FNH-98-F612-B is for items
under existing Multiple Award Schedule 71, Part III, Section L
consisting of Cluster Units (Tables with Attached Seats), Booth
Seating, and Accessories for Booth Seating. This procurement is 100%
set-aside for small businesses. In order to accommodate those firms who
wish to offer new or improved products, the Introduction of New
Products (INP) Special Item Number 499-99 has been added to this
schedule. This Federal Supply Schedule will no longer have a prescribed
beginning and ending date. The schedule period will be continuous, and
will contain contracts with a contract period that commences on the
date of award (DOA) and expires fives (5) years from that date, with
the option to extend for an additional five (5) years. This Multiple
Award Schedule solicitation will become a "standing" opportunity for
new offers. Unless otherwise noted in the solicitation, new offers may
be submitted at any time. No longer will there be "Late Offers".
Suppliers offering identical items will be permitted. Contracts awarded
as a result of this solicitation will be indefinite delivery,
indefinite quantity. Those firms interested in receiving a copy of this

6, 2000, the above referenced solicitation is being amended to
incorporate the following clauses: I-FSS-163 Option to Extend the Term
of the Contract (Evergreen): This clause will allow the government to
have three (3) five (5) year options to your contract, for a total of
twenty years if performance is satisfactory. There will be many
measures of satisfactory performance, such as adequate sales, quality
performance, and timely IFF payments, so the options are in no way
guaranteed. One of the most important evaluative factors will be
participation in the GSA Advantage!_ program. None of the Evergreen
options will be exercised unless your firm has posted its contract
information to the GSA Advantage!_ website. I-FSS-60 Performance
Incentives: This clause allows the agencies to negotiate performance
incentive payments into their orders when using a performance based
statement of work, and delivery or services are deemed critical to the
agency's mission, or when unusual circumstances requiring difficulties
in performance arise. G-FSS-920 Ordering Procedures For Services
(Requiring A Statement Of Work): This clause provides ordering
procedures for services (such as installation, etc.) when a Statement
of Work is used to describe the customer's needs. These clauses are
intended to increase the teamwork that has led to greater customer
satisfaction and use of the Federal Supply Schedules. There are mutual
benefits to both clauses for both the contractor andthe government,
and it is expected to increase revenues to those contractors who earn
the right to be around for the entire twenty-year period. Posted
