The U.S. Army Yuma Proving Ground is soliciting all parties interested in providing Aviation and Airdrop data acquisition, recording, and telemetry services to provide statements of capability and interest. The potential efforts include the development, fabrication, and operations and maintenance of instrumentation systems for fixed and rotary wing aircraft, aircraft munitions, air delivery systems, and cargo and personnel parachute systems. The instrumentation systems include various analog and digital sensors, digital data bus monitors, signal conditioners, analog/digital tape and solid-state recording devices, and data transmission systems. The contractor will be required to work with YPG's test directors in defining the data acquisition methodology and system required by reviewing the dynamics of the system under test, designing an appropriate data acquisition system (considering programmatic constraints), and fabricate the system ensuring a high probability of success of acquiring the required data. The systems shall be installed in conjunction with other support groups; civilian, military, and contract. The efforts include the operations and maintenance of telemetry systems and facilities to include permanent fixed sites and mobile equipment in support of our test efforts while on YPG test ranges or other test locations. In addition to the data acquisition services, operations and maintenance services for GPS-based vehicle tracking systems is needed including the GPS reference stations, installation of GPS units on ground and air vehicles and airdrop systems. Data reduction services of the acquired data are needed to present information in engineering units in a variety of media or retransmitted to other test sites. This sources sought synopsis is issued for planning purposes only in an attempt to identify alternative methods of obtaining the required support. A firm requirement may or may not be issued as a result of this synopsis.
