This project is for a contract to design and construct an expansion to
the Processing and Distribution Facility, 10285 Corporate Drive,
Gulfport, Mississippi 39503-9997. The Design Build Contractor shall
fast track the Design and Construction of a 53,490 net square foot
building expansion as defined in the guidelines, drawings,
specifications, and all applicable building codes, etc. Partial
demolition of existing building/equipment, utilities, landscaping,
storm drainage, concrete sidewalk/pads/curbs, canopies, sprinkler
system, platforms, fencing, etc. is required. The existing facility is
approximately 56,070 net square feet and the original building was
built in 1996. The expansion will be on the East side of the existing
facility, will require removal of a forest, removal of a substantial
amount of bad soil, and placement of a substantial amount of good fill.
The facility must remain fully operational at all times. Phasing of the
work will be necessary. The building expansion is a concrete slab on
grade with foundations as required, steel structure, metal insulated
deck with a 4-ply built-up roofing system, precast concrete exterior
wall panels, etc. The existing facility's HVAC system (water and air)
will have to be balance when the building expansion is complete. The
contractor shall provide HVAC, compressed air systems, utilities,
landscaping, storm drainage, concrete sidewalks/pads, building
sprinkler system, loading dock equipment, etc., as required by the
solicitation documents. The work under this project is subject to the
Errors and Omissions (Clause 7-5). Technical Qualifications Evaluation
is based on a 100-point system total : (Experience -- 40 points,
Management Plan -- 25 points, Financial Capability -- 15 points,
Organization -- 15 points, Statement of Entity Backlog -- 5). The
estimated cost range is between $5,500,000 and $6,500,000. After final
approval of funding by the Postal Service, and successful
negotiations, a contract will be awarded to the general contractor
whose proposal offers the best value to the Postal Service. That
design/build firm will proceed with the completion of design documents
to 100% percent and construction of the expansion to the facility.
Total design and construction estimated completion date is 395 calendar
days after issuance of Notice to Proceed. The issue date is June 9,
2000. Proposals are due July 18, 2000, at 4 p.m. For subcontracting
opportunities, Minority Business Enterprises, Women-Owned Businesses,
and Small Business Enterprises, contractors and suppliers may request
a solicitation package and submit a proposal in their firms name. Firms
may also request a planholders' list for this solicitation from Rapid
Reproduction (FAX No. 901/385-2679) to pursue subcontracting
opportunities with general contractors. A pre-proposal conference is
scheduled for June 23, 2000, 8:30 a.m. in the Larkin I Smith Conference
Room, Larkin I Smith General Mail Facility, 11110 Highway 49, Gulfport,
Mississippi 39503-9998. There will be a walk-through immediately

organization desiring a copy. The estimate cost of the solicitation
package is $300 that includes the cost of Express Mail. A CD ROM
containing the 2000 design standards, other pertinent publications and

after contract award which may take up to 180 days. The U. S. Postal
