Services for the U. S. Department of Commerce, National Oceanic and
Atmospheric Administration, in support of the Facilities Construction
and Modifications Program. Projects consist of special reports and
studies, site surveys, design criteria, budget estimates and design of
alterations to existing structures and design of new construction
projects as directed by the Contracting Officer or his designee. The
A&E fee for any task order may not exceed $500,000, and the cumulative
amount of all task orders shall not exceed $750,000 in any one year.
Task orders will not exceed $1,000,000 cumulative total for the entire
period of the contract. The basis for establishing the fee shall be
the GSA Supplemental Architect-Engineer Contract Lookup Table for
projects with an estimated construction contract amount of up to
$1,650,000, which will be incorporated into the resultant contract. The
indefinite-delivery, indefinite-quantity contract shall be issued for
1 year, with option to extend for 4 additional one-year periods. The
firm(s) selected shall have the capability to provide architectural and
the full range of engineering expertise, including civil, electrical,
structural, mechanical, and related disciplines such as environmental
and fire protection and land surveying for a complete facility design.
Each potential A&E firm will be evaluated in terms of the following
criteria: 1) Availability and access to the supported activity
(provided that application of this criterion leaves an appropriate
number of qualified firms, given the nature and size of the project, 2)
Professional qualifications necessary for satisfactory performance of
required services, 3) Specialized experience and technical competence
in the type of work required, 4) Capacity to accomplish the work in the
required time, 5) Past performance with Government agencies, and 6)
Experience in terms of cost control, quality of work and compliance
with performance schedules. Firms are also requested to differentiate
betweenthe personnel of the responding office and branch offices. Firms
desiring consideration must submit Standard Form 254 and Standard Form
255 (See CBD Numbered Note 24). This procurement is 100 percent
set-aside for small business concerns, based on SIC Code 8712, and the
size standard is $4.0M average annual receipts for the preceding 3
fiscal years. The Government reserves the right to award more than one
contract as a result of this announcement. This is not a RFP. Firms
responding are requested to clearly indicate those tasks performed
in-house and those to be subcontracted. Responses must be received
