Systems Command (NAVAIRSYSCOM) intends to issue a sole source
modification placing new contract line items, under NAVAIR Contract
N00019-98-C-0183, with Logicon Advanced Technology, 222 West Sixth
Street, P.O. Box 471, San Pedro, CA 90733-0471. The services and
supplies to be provided by Logicon, in connection with the Joint
Mission Planning System (JMPS), will consist of developing components
critical to achieving the deadline for the Tactical Automated Mission
Planning Systems (TAMPS) retirement planned for the fourth quarter of
fiscal year 2003 and provide integration support for Precision Guided
Munitions (PGM) mission planning for the F-16 aircraft scheduled for
the same time period. Specifically, the contractor will: (1) assist the
Integrated Product Team in refining the Post Version One requirements
for the Joint Mission Planning System (JMPS) related to carrier-based
aviation and F-16 PGM planning, (2) implement Clear Accountability in
Design (CAID) which will support the Government's role in controlling
system performance requirements and Logicon's role in controlling
design and product requirements through TAMPS retirement; (3) implement
Total System Performance Responsibility (TSPR) through TAMPS retirement
in order to divest the Government from system integration
responsibility and place this responsibility under Logicon's
contractual requirements; (4) develop components essential to retire
TAMPS and support the F-16 PGM planning by the fourth quarter of FY 03
including, RED and BLACK Crypto Keys, imagery support, intelligence
support, weather support, GCCS-M interface, carrier based server
implementation and Strike Planning Folder integration support; and (5)
assist other prime contractors in developing Navy and Air Force Unique
Planning Components (UPC) and the integration support of these UPCs.
Logicon, as the Joint Mission Planning Environment (JMPE) developer, is
currently the only company with the requisite engineering/technical
knowledge, engineering/technical data and detailed knowledge of the
JMPE to meet the critical fleet needs stated above. Note this synopsis
