A SOLICITATION. THIS IS A NOTICE TO ALL INTERESTED PARTIES TO PROVIDE
INFORMATION ON EXISTING TECHNOLOGY THAT CAN BE USED FOR DETECTION OF
UXO AT ADAK, AK. Background/Statement of Need/Objective: Background.
Environmental Chemical Corporation (ECC) is the prime contractor for
Naval Facilities Engineering Command, Pacific Division, and is
contracted to perform ordnance removal at the former NAF Adak, Alaska.
ECC is preparing to issue multiple subcontracts for the purpose of
validating UXO detection systems for potential use at the site. Adak is
a former Navy facility that is scheduled for transition to non-DoD
agencies under the Base Realignment and Closure Act (BRAC). Statement
of Need. Though UXO detection systems have been used at Adak, it is
ECC's intention to search for the best value to the government in terms
of UXO/OE detection systems. To accomplish this, ECC intends to award
multiple subcontracts to firms/research institutions/other entities
that have a demonstrated system suitable for use at Adak. Objective. It
is the intent of this acquisition to validate traditional and
innovative approaches to the detection of UXO/OE at Adak. Key Elements
of Proposed Acquisition: Multiple subcontracts, not expected to exceed
four, will be issued. The subcontracts will allow for payment of
out-of-pocket expenses related to the testing and validation of the
proposed system for its intended purpose; it is anticipated that
potential subcontractors will have to share part of the expenses for
the test. The subcontracts will be Time & Materials, with a ceiling
amount or fixed price. No costs for proposal preparation, or research
and development will be reimbursed. The acquisition process will be as
follows (please note that all dates are approximate; future notices
and correspondence will update the schedule): Publication of CBD
Notice: June 16, 2000; Due Date for letters of interest from potential
proposers: June 24, 2000; RFP issuance: June 24, 2000; Due Date for
Proposersresponses: July 14, 2000; selection of selected
subcontractors: July 28, 2000; Scheduled testing of technologies:
August 21, 2000 to September 15, 2000; Final report on the VDS study:
December 15, 2000. Proposers should request the RFP by email to the POC
listed above. ECC invites all interested parties to provide written
