The contractor shall furnish all labor, material and equipment necessary to recovery and recycle americium 241 sources and non-radioactive materials from Chemical Agent Alarms (M8A1), which is used by the Department of Defense for the detection of chemical warfare agents. The contractor shall provide training to the Radiation Safety Branch (RSO) personnel at WPAFB in the proper handling, disassembly and storage pending shipment associated with the radioactive source. The contractor shall be familiar with and have immediate access to enviromental laws and regulations and other applicable documents. In the event that regulatory rule changes are made, the contractor shall comply with the new rules. Applicable references include: Nuclear Regulatory Commission: Title 10 Code of Federal Regulations, Parts 0 through 199. In lieu of a NRC Regulations, applicable regulations issued by an Agreement State will be used. The contractor shallhave a valid NRC or Agreement State license to accomplish requirements. The contractor must be able to demonstrate to our complete satisfaction that they are fully capable of performing this service. To this end, the contractor must currently be doing business as a professional service provider covering recovery and recycle of americium 241 and must be able to document that: A. they have been engaged in the business as a professional service provider for a least three years B. they have successfully completed service contracts of this type within the last two years (submit names and addresses for each) C. they have the necessary personnel, materials, equipment and financial resources to fulfill the requirement D. they have a valid NRC or Agreement state license to accomplish the requirement. All sources capable of providing these services are being sought. In addition to the information provided below entitled ""Capabilities Package,"" responding parties must also indicate their size status in relation to the applicable Standard Industrial Classification (SIC) Code 9999 (size standard $5 Million). Sources should identify and address if they are a large, small, 8 (a),women owned, Hubzone or otherwise classified as a small disadvantaged business in their responses. Capabilities Package. PLEASE ADDRESS ALL AREAS. All interested firms should submit a capabilities package that outlines the firm's capabilities in providing all of the above mentioned services. Contractor is required to provide all management and labor required for the operation and management of the functions listed. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Previous experience in all areas should be provided. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. The response must not exceed 10 single-spaced, 10 point type pages.
