Maintenance and Logistic Command, Pacific proposes to contract the
drydock and repairs of USCGC BLUEBELL (WLI 313), a 100_ buoy tender,
homeported in Portland, Oregon. The CGC BLUEBELL is restricted to the
Columbia River for safety reasons. All work shall be performed at the
contractor_s facilities, during the period of 28 August 2000 and
complete 06 October 2000. Work items to include: production control,
Gantt bar chart, sea chest bolt ring replacement, underwater body
inspection, tanks (MP fuel service) clean and inspect, electric meter
calibration, fathometer transducer replacement, vent fan overhaul,
ventilation duct cleaning, fuel tank valve renewal, cargo hoisting
gear, level 2 overhaul, cargo hoisting padeye testing, sewage holding
tank clean and inspect, airport inspection and class replacement, buoy
deck/port preservation, underwater body preservation (100%), zinc
anode renewal, polymeric deck coverings resealing, sound absorbing tile
installation, temporary services, dry-docking, ultrasonic measurement
of hull plating thickness, propulsion shaft inspection and liner
renewal, rudder/rudder stock removal and reinstallation, swivel davit
overhaul and test, engine room tread plate replacement, airport
renewal. Invitation for Bid (IFB) will be issued on or about
07/13/2000. The solicitation is issued in accordance with the Small
Business Competitiveness Demonstration Program. All responsive sources
may submit a offer, which will be considered by this agency. For
Women-Owned and Disadvantage Business Enterprises, the Department of
Transportation (DOT) Minority, Office of Small and Disadvantaged
Business Utilization has programs to assist minority, women-owned and
disadvantaged enterprises to acquire short-term working capital
assistance for transportation related contracts. Loans are available
under the DOT Short-Term Lending Program (STLP) at the prime interest
rates to provide accounts receivable financing. The maximum line of
