http://www/neco.navy.mil. The Fleet and Industrial Supply Center
(FISC), Norfolk Detachment Washington intends to procure Navy
Recruiting Advertising Services on an unrestricted basis using FAR Part
12 "Acquisition of Commercial Items" procedures. Prospective Offerors
must be a full-service advertising agencies, capable of planning,
creating, designing, producing, and placing advertising to support Navy
active and reserve recruiting efforts in major recruiting programs. The
objectives of the Navy recruiting Program is to: 1) Increase awareness
of and favorable attitudes toward the Navy as a career choice; 2)
Generate leads and prospect relationships for recruiter follow-up; and
3) Generate traffic into local recruiting stations. Currently, the
recruiting program focuses on two efforts: 1. National awareness
including synergistic TV, radio, Internet CD-ROM multi-media, and print
campaigns designed to promote favorable attitudes toward the Navy and
to increase the target audience's propensity to consider the Navy as a
career alternative. 2. Direct Marketing (DM) generates leads data and
general walk-in traffic for local recruiting stations. DM also
includes direct mail, telemarketing, fulfillment operations, a national
closed-loop lead database management system, promotions and public
relations, and direct email recruiting. The Navy intends to award a
Commercial Fixed-Priced Incentive Award IDIQ contract with an emphasis
on contractor performance within an estimated contract budget of $40
million per year. The period of performance will be for a two months
transition period (if needed), five one year options. Source selection
will be conducted using Best-Value methodology and Oral Presentations.
Approximate issue date of the solicitation will be 19 June 2000.
