The Agency for the Center For Mental Health Service/SAMHSA, through the Program Support Center, General Acquisitions Branch, plans to award a 1 year sole source simplified acquisition to National Association For Rural Mental Health. The anticipated date of ward is July 1, 2000. THE CONTRACTOR SHALL BE RESPONSIBLE FOR, BUT NOT LIMITED TO THE FOLLOWING: The Contractor shall be responsible for development an Evidence-Based description of the roles and settings where outreach works can enhance the access of care to residents in rural and isolated areas. Using the findings from the Annie E. Casey Foundation 1998 report, a summary of the National Community Health Advisory Study, the Project will explore four roles of outreach workers in rural communities. The project will review and summarize existing mental health outreach findings and consumer and family involvement, match the roles with the needs of rural communities, convene a 2 day work group meeting and follow-up consultations to synthesize knowledge about outreach workers roles that are best suited for rural service areas. The project wll produce a techncal assistance document which will assist states and counties in improving consumer access and utilization of services via rural outreach workers. The Contractor shall develop a document describing effective outreach models. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the Government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the Government.
