Solicitation F42630-00-R- AAAAV This announcement constitutes a Sources
Sought Synopsis. It is intended as a method of informing potential
contractors of an existing requirement. This notice is not a Request
for Proposal nor is it to be construed as a commitment by the
government. This survey is issued for the purpose of identifying
potential contractors with the skills and knowledge necessary to
accomplish the following effort, as well, as identifying businesses who
can offer the same or similar services in the commercial market place
at established catalog or market prices. The proposed acquisition is to
provide Contractor Logistic Support for various F-16 training devices
and engineering support of these devices through a Training System
Support Center (TSSC) located at Hill AFB, UT. Effort will include
maintenance of 223 Maintenance Training Devices, Depot Logistics
Support, as well as maintenance support of 3 Cockpit Procedure
Trainers, 12 Weapon System Trainers, and 68 Unit Training Devices that
are located worldwide. Effort could also include coverage to various
potential Foreign Military Sales (FMS) customers. Effort under the TSSC
will include providing software/firmware development and sustainment
activity, development and modification of sensor databases, hardware
development and modification, and to perform configuration management
tasks of the F-16 training systems. This effort will also include
management and updating of training system technical data (technical
manuals, T.O.s, commercial manuals, specifications, etc.),
software/firmware and hardware, engineering drawings, and training
system operations manuals. Also as part of this requirement, the
contractor will be required to provide personnel, equipment, tools,
materials, supervision, and other items necessary to provide for the
operation, maintenance and logistics support of the following
sustainment effort: 1) Operation of a Training System Support Center
(TSSC) to perform all hardware and software modifications to the F-16
trainer product baselines and coordinate all logistics and maintenance
functions. 2) Operation of a Stock, Store, and Issue Center (SSIC) to
maintain, stock, store, and distribute all F-16 TD technical
documents, engineering drawings, and software. 3) Operation of a Depot
Logistics Support function to provide for tracking, repair, and
stocking of spare parts for all F-16 TD maintenance functions. 4)
Provide for on-site and on-call contractor logistics support, and
contractor support relative to the maintenance, repair, and operation
of all F-16 TDs. For more detailed information concerning this

industry exchange will be held with interested offerors to address
concerns and provide technical/contractual input. The date for this
meeting will be scheduled at a later time and posted on the Hill AFB
web site. It is the intent of the government to accomplish this
competitive acquisition under Source Selection Procedures in accordance
with FAR Part 15. Any sources interested in this acquisition should
describe their qualifications in the following areas: 1. Current and
past experience in providing Training System Support Center (TSSC)
engineering support for flight crew and maintenance training devices.
2. Current and past experience with the maintenance and development of
software and hardware baselines and associated documentation. 3.
Current and past experience in the maintenance, repair and operation of
flight crew and maintenance training devices. 4. Current and past
experience in depot logistic support functions. 5. Current and past
experience with overseas personnel assignments. Potential offerors are
requested to submit two copies of an unclassified response (limit 30
pages) by no later than 14 July 00 to OO-ALC/YWK, 6050 Gum Lane, Bldg

will be considered solely for the purpose of determining the number of
interested sources that qualify for this competitive acquisition. It is
