The Navy's Southwestern Region is contemplating issuing a solicitation
for contractor support services for a Material Processing Center (MPC)
to manage material receipt functions which will include consolidated
receiving and transit shed operations. The contract will require
performance of centralized physical distribution/cross-docking
operations by processing direct turn-over (DTO) material to ships and
shore facilities. DTO material is material that is delivered directly
to the customer, without any warehousing or storage time. The service
provider shall be responsible for all preliminary coordination efforts,
including truck control and tailgating as well as receipt processing
functions such as material segregation, material offloads, receipt
verification, maintaining validation documentation, noting
discrepancies and processing discrepancy reports. Ship support, which
will be conducted much like existing transit shed operations, will
include offloading, sorting, de-bulking, inventorying, palleting,
issuing, and staging material for pickup or delivery to the ships. The
MPC will be located in a warehouse aboard the Naval Station, San
Diego. The structure is essentially empty and the contractor will be
required to provide labor, materials, all necessary equipment (except
IT), portable office space, and supervision necessary for contract
performance. The solicitation will require the technical proposal to
include a schematic of the offeror's floor-plan with a layout of the
warehouse/staging area and a workflow plan demonstrating how the tasks
will be performed. Our vision for the proposed MPC is it will be the
premier provider of receiving functions for all Naval ships and
activities in the metropolitan San Diego region. This vision will
require a technical approach that ensures accurate, accountable and
best value contract support from receipt of the material until delivery
to the end user including full-service processing, tracking, and
follow-up assistance. Any automated tools employed by the contractor
will be required to interface with the Government's logistic systems.
The purpose of this posting is to: (i) request industry comment on the
adequacy of the draft performance work statement, (ii) obtain an
understanding of how industry would price material processing efforts
and such aspects as designing interfaces between the contractor's
automated tools and the Government's systems, (iii) identify potential
sources and their size status, (iv) obtain industry input regarding
performance metrics, and (v) identify potential approaches to
phasing-in the contract performance and eventually phasing-out to a
successor contract. The draft performance work statement can be
