Floating Breakwater at Seven Points Harbor, Raystown Lake, PA. This
proposed procurement is Unrestricted. The SIC Code is 1629, size
standard is $17,000,000.00. Estimated cost of construction is between
$250,000.00 and $500,000.00. Completion no later than 122 calendar
days. This is a design-build project. Work consists of designing,
fabricating, and installing a floating breakwater, approximately 500
feet in length at Raystown Lake, Pennsylvania. The purpose of the
breakwater is to protect a marina from wave action caused by a
combination of wind and heavy boat traffic. The project will be
advertised as a Request for Proposal (RFP). Compeitive proposals will
be evaluated based on the evaluation criteria set forth in the
solicitation package. Plans and specs $20.00. Non-Refundable. Make
company check or money order payable to USAED Baltimore. (NO CASH
ACCEPTED). Contractors are encouraged to provide their Federal Express
at the time of request or have them picked up. All responsible sources
may submit a proposal, which shall be considered by the agency. Large
business firms are required to submit a subcontracting plan. The
subcontracting goals are 70% for small business, 15% for small
disadvantaged business, 8% for women owned small business and 1% for
Hubzone small businesses. The subcontracting plan needs to be submitted
at time of receipt for proposals. In order to comply with the Debt
Collection Improvement Act of 1996, all contractors must be registered
in the Central Contractor Registration (CCR) to be considered for
award of a Federal contract. The initial registration date expired 31
