Y -- Pumping Station 362 is in Palm Beach County, Florida. The work will include construction of the pumping station substructure and superstructure, earthwork adjacent to the pumping station, miscellaneous civil work, installing Government-furnished pumps, diesels, gear reducers and controls, and providing miscellaneous related mechanical and electrical systems. The construction of Pumping Station 362 includes the following: the station substructure, a fully enclosed building for the equipment, one service bridge, fuel storage area with containment, sanitary facility, trash racks, and related civil works. (b) Installation of five Government-furnished pumps, diesels, speed reducers and controls being supplied by Ingersol-Dresser Pump Corporation under Contract No. DACW17-99-C-0043. Three of the pumps are 960 cubic feet per second (cfs) and two pumps are 550 cfs. The diesel engines are manufactured by Fairbanks-Morse, and the right-angle speed reducers are manufactured by Philadelphia Gear. (c) Miscellaneous related mechanical and electrical will include, but not limited to, electrical station service equipment, lighting, two electric 110 cfs pumps, two standby diesel-generators, air system, vacuum priming system, HVAC equipment, cooling water pumps and equipment, lubricating and fuel oil systems, traveling trash rakes, a bridge crane, water treatment and other miscellaneous equipment. (d) Other construction will include, but not limited to, the pumping station approach and discharge channels. The approach channel will consist of a trapezoidal channel having a bottom width near the pumping station of 200 feet and an invert elevation of 6.5 feet, NGVD. The discharge channel will consist of a trapezoidal channel having a bottom width near the pumping station of 184 feet and an invert elevation of 2.5 feet, NGVD. The existing ground surface elevation in the vicinity of Pumping Station 362 is approximately 13.3 feet, NGVD. Construction time is 780 calendar days. PROPOSAL REQUIREMENTS: Award will be made to the offeror whose proposal represents the best value to the Government. Best value will be determined by a trade-off process that combines non-price and price factors. The Government reserves the right to award to other than the offeror with the highest technical rating and reserves the right to award to other than the offeror with the lowest price. Non-price factors are approximately equal to price. Non-price factors will be evaluated on a point system. Evaluation factors in order of importance are: Technical approach, Past performance, Management plan, Financial capability, and Subcontracting plan. Magnitude of construction is over $10,000,000.
